With an aim to ensure effective legal assistance to children who comes in conflict with law or are in need of care and protection, Dimapur District Legal Services Authority (DDLSA) and Phek District Legal Services Authority (PDLSA) conducted one-day training workshop on Juvenile Justice System at conference hall, district court, Dimapur and DC conference hall, Phek respectively on April 26.\nDelivering the keynote address, commissioner of police Dimapur Limasunep Jamir gave a lucid over view of the Juvenile Justice Act and also highlighted certain infirmities in the working of the act. Jamir also spoke briefly on the importance of The Protection of Children from Sexual Offenses (POCSO Act).
\nThe Commissioner also handed over a compensation award of Rs. 1 Lakh as Victim Compensation under Nagaland Victim Compensation Scheme 2012, sanctioned by Relief and rehabilitation branch, Home Department to the retainer lawyer Nathaniel Kevichusa.
\nResource persons at the workshop were legal aid counsel and trainer, NSLSA R. Limhathung Ezong, who spoke on Juvenile Justice Act, 2015, legal aid counsel and trainer, NSLSA Esther K. Aye who spoke on Child labour\/illicit trafficking and legal aid counsel and trainer, NSLSA Limasenla Longkumer, who spoke on POCSO Act ICPS.
\nThe programme was chaired by panel lawyer DDLSA Moatila Ao and welcome address was delivered by secretary, DDLSA and CJM Dimapur Ajongba Imchen. An interaction session was also held with the stakeholder. Panel lawyers, Para Legal Volunteers, police, children homes, labour department, Juvenile Justice Board, Child Line, ICPS, MSW students, Child Welfare Commission, women cell and social workers attended the workshop.
\nPHEK: Similarly in Phek speaking on Juvenile Justice System, master trainer NSLSA Akumla Longchari highlighted on the aims and objectives of Juvenile Justice Act 2016, such as the procedures, roles, responsibilities and functions of Juvenile Justice Board, Special Juvenile Police Unit, Child Welfare Commission and all the stakeholders in connection with the juvenile in conflict with law and in need of care and protection under the act. She also informed that through the child friendly legal services to children and their protection scheme the National Legal Services Authority aim to improve access to justice for children.
\nAkumla Longchari said that the main purpose of the schemes was to facilitate the proper implementation of the existing legislations and policies in favour of children which already exist, such as POCSO Act, JJ Act, prohibition child labour. She appraised that such act would ensure effective legal assistance to children who come in conflict with law or were in need of care and protection.
\nSpeaking on POCSO Act, chairman PDLSA and district and session judge N. Longshithung Ezung, informed on how to deal with the victims by all the stakeholders under the Act. He highlighted on the procedure to be followed by the SJPU under the act, procedure to be followed for recording the statement of the child and examination of the child etc.
\nA practical session on the juvenile justice system was conducted by the co-ordinator followed by group activity dealing with juvenile cases. During the interaction session, questions were raised on how to deal with false accusation, complaint made by juvenile or any person and how to deal with juvenile facing harassment from the public.
