The opposition had been demanding a statement from prime minister Narendra Modi and for a discussion on Manipur when parliament convenes. The BJP which trumpets its virtues at every occasion, has put riders on discussion by limiting the time. Prime Minister Narendra Modi who loses no opportunity to prove he is the greatest communicator has been silent on Manipur till the shocking video caused nationwide outrage and he had to say something on July 20. The issue is not only about the shocking video but also how the state BJP government under Biren Singh has been complicit in failing to effect rule of constitutional law in dividing the ethnic communities and polarising them for political benefit. The majority community in Manipur which includes many intellectuals and secular people have been stranded midway and are being pushed to accept Biren as the hero and not the villain of the community. This is an old strategy of using fear to cause ethnic divide. This was achieved through tactless handling of the Scheduled Tribe issue for the Meiteis which was opposed by all tribals including Nagas and Kukis. Biren Singh has allowed violence under the guise of protection of forest lands and deciding on Schedule Tribe status for Meiteis to cause irreparable damage to Manipur\u2019s ethno- multi-socio-cultural and religious community. Besides horrific crimes and atrocities, the administration under Biren Singh\u2019s watch has also allowed the situation to reach a highly dangerous point when over six lakh assorted ammunition and over 3000 sophisticated weapons of the Manipur Police were allowed to be taken away or looted from the armoury. Besides allowing Manipur to burn under ethnic violence which will be very difficult to douse. Chief minister Biren Singh who also holds the home portfolio is responsible for the police department. He has been accused of reducing the police to fire fighting and being complicit in looking the other way when mobs with support of a private armed militia resorted to horrific violence. More serious for India is that around 4,537 sophisticated arms and 6.32 lakh rounds of assorted ammunition went \u201cmissing\u201d or were allowed to be \u201ctaken away\u201d or simply looted from the Manipur Police Training Centre (MTPC) at Pangei in East Imphal and the armouries of the 7th India Reserve battalion and 8th Manipur Rifles located in Imphal. Security forces said a big bulk of these weapons have fallen into the hands of valley militant groups and smuggled to Myanmar.
