That being said, there is another aspect where much remains to be done for choosing the best for government jobs, good road network even within towns, regular power supply, ending the woes of public and businesses by stamping out the proliferation of forcible collection of taxes etc and to ensure price control mechanism in the markets etc. This requires a simple yet actionable term called \u201ceffective governance\u201d. Without governance, it is impossible to ensure all-round development and progress. There are many needs and one of which is to governance so that development is sustainable and impacts the larger segment of the population. Most rural areas in the state bear vestiges of development spurred during the seventies. The goal of good governance should be a common agenda that is needed and justified. However, people have allowed politics to subsume the basic ingredient of progress in the socio-economic roadmap. The consequences of seeing everything through the political prism, has led to aberration of vision and the consequences of which there is widespread and unchecked -corruption, nepotism and lack of transparency and accountability. The need to tone up the administration is urgent starting with getting the number of government employees who are either professionals in various fields, savvy technocrats, and planners and others knowledgeable in their own fields. Nearly 1.3 lakh employees on estimate, have to be made to feel dedication to assigned duties. Such a huge number of employees with a general lack of commitment and dedication to work and whose salaries and perks are only giving back precious little. Promoting work culture is a must to ensure more efficient delivery in the larger interest of public in general. Lack of work culture and efficiency, can only be due to non-transparent selection system. Employment may be a fundamental right but it also carries with it a fundamental obligation to efficient public service. A bloated government is a consequence of lack of transparency and accountability where favoritism show by powerful politicians and bureaucrats rule the roost. This has led the political appointees feel they owe their allegiance to their patrons. There can be no workable system if government employees feel they are not answerable to their authorities. Thus, when there is no accountability in the system, it only perpetrates a khushi-khushi syndrome to another low. This syndrome has allowed the so-called system to go awry but no one cares and worse, the few conscientious lack the courage to bring accountability to the system. Good governance through transparency and accountability assumes importance as it reflects the ability of the system to promote true progress that is not discriminatory but just. This promotes a positive psychological impact within and outside the government, for an effective delivery system. In the past, bureaucrats and employees were known by their works but these days they are known for their words. If the state is to catch up with neighbouring states which have gone far ahead, there is no option for governance. This is crucial at a time when the government has kept a benchmark for economic progress that involves the people and which cannot be pursued through crony capitalism that only benefits a growing circle of the nouveau riche.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Significant strides in development, evident in constructions of various projects, tourism-centric programme and some other notable achievements definitely embellish the government\u2019s record of activities.
