Adopting this resolution at its general meeting at Kohima Village VDB Hall, Ziekezou, Kohima on Tuesday, the union also demanded implementation of open tender for any NIT, while works allotted to its card holders as per the standing government order.<\/p>\n\n\n\n<p><br>It was also resolved to go on yearly evaluation to all departments for total implementation of the government standing order that all contract and supplies works should be given only to NCSU card holders.<\/p>\n\n\n\n<p><br>Strongly objecting to awarding work order below schedule of rate (SOR) that directly compromised the quality of workmanship, the union also objected to cluster tender system and asked the state government to implement \u201cone project one firm\u201d system at the time of multiple NITs.<br>In this regard, the union resolved to fight till justice was delivered.<\/p>\n\n\n\n<p><br>Further, the union resolved to fight for pending bills of the works completed by its bonafide members as successive state governments had created huge liabilities since May 2006. Hence, all its bonafide members having pending bills have been asked to collect the format from the NCSU head office and submit the completed formats by October 31, 2024.<\/p>\n\n\n\n<p><br>The meeting also decided that NCSU head office team would tour all district units shortly, hence all the district units have been directed to maintain at least one room district office in their respective districts with proper signboard and flag.<\/p>\n\n\n\n<p><br>The general meeting also proposed to re-construct union\u2019s G+5-storey head office building in view of the forthcoming golden jubilee, for which all the bonafide members would join hands and build the historic building with collective effort.<\/p>\n\n\n\n<p><br>Resolving that all NCSU bonafide members would update their membership renewal, the general meeting also decided to exempt its bonafide members from unabated taxation by any Naga national group, minister\/adviser or party fund, except the GST and cess, in order to maintain quality of work for overall development of the state.<\/p>\n\n\n\n<p><br>The resolutions were moved by NCSU general secretary John Kath while sharing the secretarial report, which were passed unanimously by the members raising their hands.<br>Meanwhile, the meeting was chaired NCSU vice-president KL Setuo Rutsa, while Catechist Christ The King Church Ruokuovituo Rutsa pronounced invocation.<\/p>\n\n\n\n<p><br>NCSU vice-president Hoshito Assumi delivered the welcome address, while a special number was presented by R\u00fcsokhrie and NCSU vice-president N Neilo Koza tendered the vote of thanks.<\/p>\n\n\n\n<p><br>Representatives and leaders of NCSU district units from Tseminyu, Tuensang, Zunheboto, Dimapur, Kiphire, Noklak, Phek, Ch\u00fcmoukedima, Shamator, Mokokchung, Peren, Longleng, and Niuland shared their views and concerns, while asserting that they stood together with the head office for the general welfare of the union\u2019s bonafide members across the state.<\/p>\n\n\n\n<p><br>Delivering the presidential address, NCSU president Pele Khezie appreciated the setting up of the NCSU units in all districts, including the newly-created districts. He appealed the units to function actively.<br>He asserted that while Nagaland had several NGOs and civil society groups, the NCSU was one body that had the strength of people from all Naga tribes working together as a family. He hoped this to continue and also maintain the unity.<\/p>\n\n\n\n<p><br>Khezie reaffirmed that the NCSU would continue working together with the government for all-round development works as the union had many Class-I contractors as members.<\/p>\n\n\n\n<p><br>However, he alleged that many government employees and officers were carrying out contract works bypassing the laid down norms that restricted government employees from engaging in contract works.<br>He lamented that such unregistered contractors failed in providing quality work and the NCSU members were blamed for poor quality works.<\/p>\n\n\n\n<p><br>He expressed confidence that the RTI Cell and Quality Control Cell of NCSU would check such activities.<br>He said the union would demand that pre-bid meeting of all contractors should be attended by all interested contractors. <\/p>\n\n\n\n<p>Noting that Nagaland was getting projects worth thousands of crores of rupees, Khezie observed that all such projects were being taken by contractors from outside the state.
