The government failed to enforce law and order effectively. The conflict between the Meiteis and the Kukis may have its roots in disputes over land, minerals, or drug trade. However the Biren Singh government has made an issue of Chin-Kumi immigrants engaged in drug trade. Meitei organisations claim that “illegal migration” of Chin-Kukis have posed a threat to their identity. Kuki-Zo communities share ethnic ties with Chins of Myanmar. Whatever be the issue, the claim of illegal Kuki immigrants from Myanmar posing a threat on the demography in Manipur does not justify the ethnic violence perpetrated by the militant Meitei group, Arambai Tengol. This group, which enjoys open support from the state government headed by Biren Singh, has been a significant contributor to the unrest. The government’s inaction and apparent partiality have exacerbated the situation, undermining any efforts towards peace and stability in the region. While Modi has been speaking on trifle issues, he has has notably refrained from mentioning Manipur in his speeches. During the no-confidence motion last year, he spoke for only a few minutes and did not acknowledge that his government had failed to take control of the situation. This silence and lack of accountability from the highest levels of government have further aggravated the crisis, leaving the affected communities without a clear path to resolution and justice. The absence of a decisive response from the central government has only served to deepen the distrust and discontent among those suffering from the ongoing violence. While gunning for the Kukis, the mobs have targeted churches whose followers have been living in harmony with others and who have been in existence at several places for over 50 years . According to a list published by the Churachandpur District Christian Goodwill Church, as many as over 300 churches and buildings belonging to 15 denominations were torched or destroyed in the ethnic violence. Since 2019, when the BJP-led NDA held a substantial majority of 350 MPs, the government has consistently avoided addressing the situation in Manipur, even during the no-confidence motion. Now, with the BJP’s strength reduced to 240 MPs and reliant on the support of allies like the TDP and JDU, the political dynamics have shifted. This need to maintain alliances was evident when Home Minister Amit Shah made a statement promising to bring both Meiteis and Kukis on board to resolve the crisis. This change in approach reflects the BJP’s recognition that it can no longer afford to ignore the unrest in Manipur without risking further political fallout and alienating its crucial allies. One of the biggest challenges before the Modi government is to restore the confidence of the people in their administration. In this regard, the Biren Singh government has lost all trust among the populace. To heal the wounds and address the ongoing crisis, the only viable solution is to dismiss the Biren Singh government and appoint an all-party caretaker government. However, the critical issue remains whether the BJP is willing to follow through on such a decisive action. The willingness of the BJP to “walk the talk” and take concrete steps towards reconciliation and effective governance will be crucial in regaining the trust and support of the people in Manipur.

The ongoing violence in Manipur, which has intensified since May last year, has been largely overlooked by the BJP-led NDA government.
