Puja Khedkar’s journey to becoming an IAS officer was marked by alleged deception and misuse of power. It has come to light that she attempted the examination 12 times after fraudulently obtaining Other Backward Classes (OBC) certificate and a Persons with Benchmark Disabilities (PwBD) certificate citing visual impairment and mental illness. In 2022, Khedkar had moved an application in the Central Administrative Tribunal (CAT) seeking relaxation of the upper age limit for PwBD candidates in the civil services examination. In its order in 2023, CAT stated that the candidate had successfully cleared the examinations but repeatedly skipped six medical examinations to prove her disability before a medical board at AIIMS, adding that “her candidature is liable to be cancelled.” As per reports, the Union Public Service Commission(UPSC) lodged a complaint with the police that she fraudulently availed attempts beyond the permissible limit under the Examination Rules by faking her identity by way of changing her name, her father’s and mother’s names, her photograph/ signature, her email ID, mobile number and address. Despite these red flags, Khedkar was inducted into the IAS and began her field training. However, her tenure was abruptly interrupted in June 2023 following allegations of abuse of power during her posting in Pune. During her probation, Khedkar reportedly used a red beacon light on the Audi car and also got ‘Maharashtra Government’ written on it without permission. The UPSC has since intervened, cancelling her appointment to the IAS and barred her from appearing in future exams, underscoring the need for stringent measures to uphold the sanctity of public service. Following the controversy, she was transferred from Pune to Washim district before the completion of her training. The Crime Branch of Delhi Police then filed a case against Puja Khedkar on Friday, July 19, for allegedly forging documents and cheating the Union Public Service Commission (UPSC). The UPSC’s subsequent actions have been decisive. On July 19, the Commission announced the filing of a criminal case against Khedkar for forgery and falsification. A show-cause notice was issued, cancelling her candidature from the 2022 examination. Moreover, the Commission has moved to debar her from future exams and selections, in line with the CSE-2022 rules. These measures, while necessary, highlight the severity of her misconduct and the broader implications for the civil services. The credibility of the civil services, a cornerstone of governance in India, hinges on the integrity and transparency of its selection processes. Any breach not only undermines public trust but also compromises the effectiveness of governance. Puja Khedkar case is like a tamasha that serves as a stark reminder of the importance of vigilance and integrity in public service. It calls for a reevaluation of the current verification processes and the implementation of stricter measures to detect and deter fraud. Upholding the highest standards of honesty and accountability is essential to maintain the public’s trust in the institutions that govern them. The UPSC’s swift action in this case sets a precedent, but continuous efforts are needed to ensure such instances do not recur, preserving the sanctity of the civil services in India.

In recent weeks, headlines have been dominated by the case of Puja Khedkar, a probationary Indian Administrative Service (IAS) officer accused of fraud.
