\nA special cabinet meeting convened Tuesday however failed to come up with a consensus to the other demand of NCSA for encadrement to one post of principal secretary, official sources said.
\nSources said the government would officially communicate to the NCSA on partial fulfillment of association\u2019s demand Wednesday.
\nOn Sunday last, NCSA announced it had withdrawn its proposed mass casual leave, which was scheduled to start from October 6, following positive response from the State government to address to NCSA\u2019s demand.
\nThe association had earlier expressed resentment with the State government for alleged sidelining of NCS officers over the years, even as other cadre-less employees brought on deputation for a specific period to the State had been absorbed into the State service.
\nThese employees had also been given promotions without any service rules or other qualifying criteria, NCSA said.
\nHowever, for the NCS officers, the Cadre Review Committee had given the observation that \u201cthe time has not come for such senior duty posts,\u201d the association said, and added \u201cthis condescending attitude of the Government towards the State\u2019s Premier Service (NCS) has demoralized the rank and file of the NCS members.\u201d
\nIt may be mentioned the Nagaland Pradesh Congress Committee (NPCC) and Nagaland Police Service Association (NPSA) had also extended support to the demand of NCSA.
\nNPCC vice president Nillo Rengma in a press release said the demand of NCSA was genuine considering the fact that Nagaland Civil Service being the premier service in the state.<\/p>\n","protected":false},"excerpt":{"rendered":"
