{"id":43522,"date":"2009-02-16T00:30:54","date_gmt":"2009-02-16T00:30:54","guid":{"rendered":"http:\/\/151.106.38.4\/2009\/02\/16\/rti-public-hearing-calls-for-govt-action-public-vigilance\/"},"modified":"2009-02-16T00:30:54","modified_gmt":"2009-02-16T00:30:54","slug":"rti-public-hearing-calls-for-govt-action-public-vigilance","status":"publish","type":"post","link":"https:\/\/nagalandpost.net\/index.php\/2009\/02\/16\/rti-public-hearing-calls-for-govt-action-public-vigilance\/","title":{"rendered":"RTI public hearing calls for govt action,  public vigilance"},"content":{"rendered":"<p><img src=\/old_site\/>A public hearing on RTI findings on power department, PWD (road &#038; bridges), education department and medical department was conducted in Pf\u00fctsero Badminton Stadium on February 11.<br \/>\nThe RTI public hearing was organized by YouthNet and North East Network (NEN) in partnership with the Chakhesang Students Union, and supported by the government of Nagaland under the \u2018Year of Capacity Building\u2019.<br \/>\nThe hearing was attended by ADC of Pfutsero, Kewakha Mero, government officials from various departments, village council chairman and members, village health committee, village education committee and teachers from various schools, doctors and staffs from health centers, and public. President Chakhesang Public Organisation Yesone Veyie, and Vice-President; Chakhesang Mother\u2019s Association Welhipe-\u00fc Medo were the panel of observers.<br \/>\nAccording to a press release issued by Kezungulo-\u00fc Krome YouthNet, spot verification was carried out by the team on the Community Health Center (CHC) Pfutsero and other health centers of Pf\u00fctsero found to be running smoothly, and efficiently managed with the limited funds received from the government. However, it was detected that Pfutsero CHC and Public health Center at Zuketsa had not received referral transport fund of Rs. 25,000 each in the year 2008, under the JSY fund allocation as stated in the record and Zapami sub-center and Lekrome\/Kami sub-center did not receive maintenance fund of Rs. 10,000 each for the year 2007.<br \/>\nThe JSY registration record in Pfutsero CHC and Khezhakeno PHC showed that the fund was been insufficient with payment still pending.Also, it was found that Kikruma and Khezhakeno PHCs had been struggling without a doctor since last year. Under Pfutsero, it was the only center which showed 2 non stationed salary drawing staffs.<br \/>\nUnder education department, assessment was carried out to check the midday meal scheme; a case study of Kikruma GPS was done. Information collected from schools from various villages revealed that schools from certain villages were enjoying more supply and variety of food items compared to schools from other villages. The DIS maintained that fair and equal distribution was ensured. Some schools also complained that the special fund for physically challenged students had stopped in the last few years, to which the DIS replied that his predecessor had not handed over the register to him. One common problem noted in all the schools was that the cooks for the MDM have not received their salaries even up to nine months in some cases.<br \/>\nUnder RGGVY package for Phek, in 2007 contract work was given and work orders issued to M\/S Oasis Transmission Pvt Ltd (from Nagaland) and M\/S Perfect Technical Services Inc (from U.P.), for augmentation of existing 33\/11kv power sub stations in installation of new DTs with associated HT\/LT lines for 100% rural household electrification in Phek district at a total lump sum of Rs. 6, 34, 00, 513 (six crores, thirty four lacs, five hundred and thirteen).<br \/>\nInformation obtained showed that very negligible amount was sanctioned for carrying out the repair and maintenance of roads under the Pfutsero sub-division. 1st class contractor Kedoutsolhi expressed his grievances against PWD for not releasing payment for road repair work done in 2005. The public hearings presented an opportunity for the people in the area to be better informed, to addressed their concerns and ensure government accountability in utilization of public fund.
