A nine-member State Congress delegation led by NPCC president KV Pusa, MLA, Friday submitted a representation to Governor K. Sankaranarayanan, demanding immediate resignation of both the Speaker of Nagaland Legislative Assembly and chief minister Neiphiu Rio.\nAlleging that the Speaker had manipulated the entire proceedings of the vote of no-confidence held on December 13, 2007, the Congress in the representation signed by NPCC president KV Pusa and CLP leader Chingwang Konyak, MLA, stated that had the Speaker adhered to democratic and constitutional provisions and upheld the sanctity and dignity of the august house, the \u201cDAN\/NPF Government would have collapsed instantly.\u201d
\nThe memorandum also stated that the Gauhati High Court had in a landmark judgement termed the writ petition of NPF Party challenging the imposition of President\u2019s Rule in Nagaland and defending the conduct of Speaker\u2019s action on the vote of No Confidence as \u201cillegal, unconstitutional and biased.\u201d
\nMaintaining that the people of Nagaland and the MLAs can never get justice from an \u201cindicted Speaker,\u201d the Congress demanded immediate resignation of the Speaker, \u201cconsidering his grievous misdeed and having lost the moral authority to man the sanctified August House.\u201d
\nThe Congress party also demanded immediate resignation of the chief minister, alleging that during the \u201cforcible running\u201d of an \u201cinvalid government\u201d for twenty one days just before imposition of President\u2019s Rule, the DAN government had openly indulged in improper transaction of Government business and decamping of huge sum of money from the State exchequer.
\nFurther, the Congress urged the Governor to declare as null and void all Government appointments, approvals and all other related works discharged during this period.
