National People\u2019s Party (NPP) legislator Dr.Tsielhoutuo Rhutso has expressed serious concern over the job opportunity in the postal department, which was being taken away by non-locals because Nagaland did not have any recognised common language.<\/p>\n\n\n\n
Speaking during zero-hour discussion on the second day of the sixth session of the 14th Nagaland Legislative Assembly Tuesday, Dr. Rhutso emphasised the need to have a common tribal language for Nagas to avail employment opportunities in the Indian postal department especially Gramin Dak Sevak (GDS) posts.<\/p>\n\n\n\n
He said Nagaland cabinet through its gazette declared that Hindi and English would be the medium for all communication. Dr. Rhutso said Nagaland has 17 recognised tribal language, but none have been recognized as common language of the state.<\/p>\n\n\n\n
However, other states in North East region such as Manipur, Assam, Meghalaya, Tripura and Mizoram have common languages. Dr. Rhutso said Arunachal Pradesh was also facing similar problem as they have 23 tribal languages with no recognised common language. For recruitment to GDS, he said the states like Assam, Manipur, Meghalaya, Tripura and Mizoram have made their respective common language mandatory.<\/p>\n\n\n\n
He said only those who know their common language can apply for the job vacancy within their respective states. However, Nagaland and Arunachal Pradesh with multiple tribal languages without any common language and having English and Hindi as common language was giving opportunity to others.<\/p>\n\n\n\n
He said Nagaland has smaller postal office called branch post offices. \u201cWe have 365 BPOs in Nagaland and in these BPOs there is sanction post of 1047 GDS posts,\u201d Dr. Rhutso said.<\/p>\n\n\n\n
Under this recruitment process, he said more than 90% of vacancies were getting filled up by non-indigenous people. From January 2023-December 2024, he pointed out that a total of 361 GDS pots were advertised for recruitment, adding that 90 percent were filled up by non-locals.<\/p>\n\n\n\n
He said Arunachal Pradesh was ahead of Nagaland on the recruitment issue. Dr. Rhutso said government of Arunachal Pradesh came up with Gazette notification which constitutionally recognised all the 23 tribal languages for the purpose of third language in the state.<\/p>\n\n\n\n
He said Arunachal further pursued the matter with the ministry of communication, department of Postal in Delhi, and the ministry issued a circular in favour of the government of Arunachal Pradesh.<\/p>\n\n\n\n
He said the state of Nagaland also needed to follow exactly what the neighbouring states were doing so GDS vacancies in Nagaland postal division were filled up by indigenous Nagaland Nagas.<\/p>\n\n\n\n
He expressed hope that the house pass a resolution in this regard to give better employment opportunity to indigenous Nagas.<\/p>\n\n\n\n
State chief minister and leader of the house Neiphiu Rio appreciated Dr. Tsielhoutuo Rhutso for raising the issue.
