Dimapur Naga Students\u2019 Union <\/strong>(DNSU) has demanded that the state government immediately cease its dilly-dallying tactic and enact a clear, comprehensive, and rigorously enforced Inner Line Permit<\/strong> (ILP) regime in Dimapur<\/strong>.<\/p>\n\n\n\n


Strongly condemning the government\u2019s continued prevarication and ineffective approach towards implementation of ILP, DNSU president Hinoto P Aomi and general secretary Michael Kath demanded immediate issuance of clear and non-negotiable deadlines for all non-exempt individuals to obtain ILPs, and establishment of robust and adequately staffed enforcement mechanisms, including stringent checks at all entry points- railway stations, roadways, and other avenues of ingress.<\/p>\n\n\n\n


They also insisted on active involvement of empowered civil society organisations in monitoring and enforcing ILP regulations, ensuring transparency and accountability, rejection of any attempt to create loopholes or exemptions that would effectively render the ILP toothless and perpetuate the demographic imbalance, and publicly transparent guidelines and processes for ILP application and verification, leaving no room for ambiguity or corruption.<\/p>\n\n\n\n


While the government had made pronouncements of intent, they claimed that Dimapur remained perilously exposed, the only district in Nagaland left vulnerable to demographic invasion and erosion of indigenous rights.<\/p>\n\n\n\n


Stating that the time for half-measures and empty promises was over, they cautioned that the future of the Naga people in Dimapur hanged in balance, describing the government\u2019s inaction as nothing short of a betrayal.<\/p>\n\n\n\n


They said Dimapur, the gateway and commercial heart of Nagaland, was drowning in an unchecked influx of non-residents, which they claimed was a direct consequence of the government\u2019s inexcusable failure to enforce the very regulations designed to protect the people.<\/p>\n\n\n\n


According to them, this blatant disregard for the well-being of the indigenous population, hidden behind a veneer of bureaucratic inertia, was creating a demographic time bomb that threatened to obliterate their identity and marginalise them in their own land.<\/p>\n\n\n\n


They alleged that the Bengal Eastern Frontier Regulation (BEFR), 1873 meant to safeguard indigenous heritage was being treated as a mere suggestion by a government seemingly more concerned with appeasing external interests than protecting its own people.<\/p>\n\n\n\n


They asserted that ILP in Dimapur was not a matter for endless deliberations or piecemeal implementation, but a fundamental right of the indigenous people of Nagaland to protect their land, resources, culture, and identity.<\/p>\n\n\n\n


They pointed out that the government\u2019s failure to act decisively and enforce ILP with unwavering resolve smacked of incompetence, if not outright complicity in the demographic assault on Dimapur.<\/p>\n\n\n\n


Rejecting the notion that the implementation of ILP should be a protracted process riddled with exemptions and ambiguities that ultimately serve to undermine its very purpose, the duo insisted that the concerns expressed by minority communities regarding long-term residents must be addressed within a framework that unequivocally prioritised the protection of indigenous rights.<\/p>\n\n\n\n


They argued that voter ID cards and PRCs, while important, could not supersede the fundamental need to regulate entry and safeguard the demographic integrity of their ancestral land.<\/p>\n\n\n\n


They reminded the government that Article 371A of the Constitution of India enshrined the unique rights and autonomy of the Naga people, maintaining that the failure to implement a strong ILP in Dimapur was not just an administrative oversight but a direct affront to the constitutional safeguards meant to protect their very existence.<\/p>\n\n\n\n


Declaring that they would not stand idly by while their land and identity were eroded by the government\u2019s incompetence and lack of political will, the DNSU leaders demanded immediate, decisive action.<\/p>\n\n\n\n


They reasoned that if a 1971 cut-off was deemed necessary for Assam to protect its demographic integrity, then logic and historical accuracy dictated that Nagaland\u2019s cut-off year must be no later than its formation in 1963, if not earlier.<\/p>\n\n\n\n


They pointed out that for 16 formative years Nagaland was subjected to the same demographic flows as Assam. Hence, to arbitrarily set a later date was to willfully ignore this crucial historical period and expose Nagaland to the consequences of unchecked immigration that occurred while it was under Assam\u2019s administrative jurisdiction.<\/p>\n\n\n\n


Stressing that the future of Nagaland rested on collective will and decisive action, they urged every Naga to stand together in this critical juncture to demand a just and effective ILP system that truly protected their land, identity, and future.
