Zeliang was held at the Civil Secretariat Conference Hall to deliberate on the adoption of the National Highways Act, 1956 for the construction and development of national highways in the state.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The meeting was attended by key officials including Sentiyanger Imchen, additional chief secretary &amp; finance commissioner; Kikheto Sema, principal secretary, Law &amp; Justice; Kesonyu Yhome commissioner &amp; Secretary Works &amp; Housing; Dr. Zase Chusi, commissioner &amp; secretary, Land Revenue; Chief Engineer, PWD (National Highways), three additional advocate generals of Nagaland, and representatives from district administration and other departments.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In his opening remarks, TR Zeliang highlighted that the Ministry of Road Transport and Highways (MoRTH) has made it clear that the NH Act, 1956 applies uniformly across all national highways in India, including Nagaland. He stressed that compensation for land acquisition should follow the Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation, and Resettlement (RFCTLARR) Act, 2013.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Zeliang asserted that adopting the NH Act would benefit the landowners and affected individuals due to improved compensation structures, including provisions like solatium and enhanced land rates, which are missing from the state\u2019s existing framework.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><br>He cautioned that continued delay in adoption may result in critical highway projects being stalled, leading to loss of central funding and stalled infrastructure growth. Zeliang pointed out that delays in adopting the NH Act could lead to setbacks similar to the Women\u2019s Reservation Act, which faced prolonged resistance before finally being implemented in the state.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The meeting also discussed the need to safeguard Nagaland\u2019s special constitutional provisions under Article 371(A), which protects land and customary rights, even while aligning with national infrastructure policies.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">After thorough discussions, officials agreed that the Works &amp; Housing Department, along with the Law &amp; Justice and Land Revenue Departments, will draft a Cabinet Memo for further review. The proposal will be presented to the State Cabinet for a final decision, and legislative procedures may follow in the Nagaland Legislative Assembly if needed.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Commissioner &amp; Secretary Kesonyu Yhome urged all stakeholders to speed up the process to prevent delays in infrastructure projects.
