{"id":59801,"date":"2010-06-07T01:11:02","date_gmt":"2010-06-07T01:11:02","guid":{"rendered":"http:\/\/151.106.38.4\/2010\/06\/07\/bcr-rs-675-cr-dan-corruption-a-factor-cong\/"},"modified":"2010-06-07T01:11:02","modified_gmt":"2010-06-07T01:11:02","slug":"bcr-rs-675-cr-dan-corruption-a-factor-cong","status":"publish","type":"post","link":"https:\/\/nagalandpost.net\/index.php\/2010\/06\/07\/bcr-rs-675-cr-dan-corruption-a-factor-cong\/","title":{"rendered":"BCR Rs.675 cr, DAN corruption a factor: Cong"},"content":{"rendered":"<p><img src=\/old_site\/>Renewing its attack on the ruling DAN coalition, the opposition Congress has said the current Balance Credit Revenue (BCR) gap of the state stood at a whopping Rs.675.18 crore and demanded that DAN explain the reason for the \u201chuge BCR gap\u201d as the gap was the main reason for the delay in finalizing the state\u2019s Plan Outlay.<br \/>NPCC media cell chairman Dr. K. Hoshi in a statement, said it was the first time in 47 years of existence of Nagaland as a state, that its Plan size could not be finalized.<br \/>He said the BCR has added to the cumulative debt where the state\u2019s total outstanding was over Rs.6000 crore and \u201cstill mounting\u201d. In the given situation, he said the people of Nagaland must realise that the huge deficit created by the DAN government has to be arrested at the earliest.<br \/>Further, Hoshi said seven years of DAN has been plagued by financial crisis caused by abuse of power with the entire state being held to ransom by DAN\u2019s corruption.<br \/>He accused DAN of being \u201ca one man\u2019s show\u201d and for which the government has not perspective plan for the state.<br \/>Terming the NPF response as \u201clackadaisical attitude\u201d of the government that was bad for democracy, Hoshi castigated the NPF-led DAN for choosing to ignore issues raised by the Congress and its response lacked substance. He said silence to pertinent issues raised was \u201cadmission or callousness.\u201d <br \/> He also said Nagaland was the only state in India which could not implement the 6th RoP with the DAN government expressing inability to implement the demand of CANSSEA with effect from June 1, 2006. <br \/>He said DAN cited lack of additional resources for its inability to implement the 6th RoP but pointed out that the main factors contributing to resource crunch were \u201crampant misuse of funds and DAN government\u2019s rejection of Rs.400 crore\u201d offered by the Centre as advance Plan assistance.<br \/>Hoshi accused DAN of lack of political will in this regard as revealed by the refusal of the chief minister, who also holds the finance portfolio to meet CANSSEA. He said delegating the responsibility to bureaucrats to negotiate with CANSSEA was another ploy to shift political responsibility and a ploy to buy time. <br \/>He said even if CANSSEA was to adopt a \u201cfast unto death as its next course of agitation\u201d   the DAN government would not be able accede to the demands due to funds crunch. <br \/>In comparison, Hoshi said the Congress government in 2001 implemented the 5th RoP without any financial assistance from the Centre.
