He was speaking at 38th general conference of Nagaland civil service association at Dimori Cove, Kohima.
Dr. Sh\u00fcrhozelie said civil service was a body directly appointed to look after the role of the government and also affirmed that NCSA was the most dominant and important association in a government functionary.
\u201cAs members of a dignified association, you must be prepared to carry out the responsibilities, which is increasing everyday\u201d, he advised, and called upon officers to serve the people and government with total involvement and commitment.
Stating that administrative officers have the power on rule making, licensing, investigating and directive powers, Dr. Sh\u00fcrhozelie impressed upon them to be well versed with these powers and execute their duties. \u201cPublic interest must come first and you exercise your powers\u201d the chief guest added.
He pointed out that functions of public administration include planning and organising, directing, coordination and controlling of government operations. However he observed that controlling of government was the most significant of all.
Additional chief secretary and commissioner, Banuo Z. Jamir IAS while sharing her thoughts, described NCS officers as pride of the state and said they were the cream to serve all sectors of the government. She also referred to them as steel frame, comprising of professional administrators. Emphasizing on the importance of information technology, she exhorted the gathering to pick up the use of IT facilities.
\u201cThe concept of only the younger generation being IT savvy is wrong\u201d, she maintained.
She further said that IT knowledge has to be implied to meet difficult challenges, and advised the officers to lead and guide from the grass root with integrity, adding \u201cThe most powerful connection is our posting in the district\u201d.
Banuo further challenged women officers to execute their duties diligently and efficiently stating that the government does not discriminate women officers but treat them as equal with their male counterpart.
On the recent cadre review of NCSA, Banuo said it was done generously by the government and urged upon the NCS officers to give out their best services in return. President NCSA, Imjung M. Panger delivered the welcome speech, power point presentation on NCSA motto \u2018To Greater Heights\u2019 by Raj Verma and Kethosituo Sekhose.
Earlier, one minute silence was observed as a tribute to the departed souls of NCSA members.
