Police said IRB patrol party accosted a person moving about in a suspicious manner at around 10:45 a.m and interrogated him which led to the standoff lasting for about half an hour.<br \/>\nPanic stricken, shop owners downed their shutters and joined the pedestrians fleeing for safety.
