{"id":6383,"date":"2008-09-15T00:29:48","date_gmt":"2008-09-15T00:29:48","guid":{"rendered":"http:\/\/151.106.38.4\/2008\/09\/15\/exodus-of-ias-ips-officers\/"},"modified":"2008-09-15T00:29:48","modified_gmt":"2008-09-15T00:29:48","slug":"exodus-of-ias-ips-officers","status":"publish","type":"post","link":"https:\/\/nagalandpost.net\/index.php\/2008\/09\/15\/exodus-of-ias-ips-officers\/","title":{"rendered":"Exodus of IAS, IPS officers"},"content":{"rendered":"<p><img src=\/old_site\/>A steady flight of senior IAS and IPS officers from Nagaland who have left on deputation to other parts of the country, has left both cadres in a stage of depletion.<br \/>\nThough on paper there is no shortage of   IAS and IPS officers , yet the fact remains that direct recruit officers in the ranks of  commissioners and IGP of  nearly a dozen each, from both cadres have gone out on deputation.<br \/>\nSome of those on deputation have exceeded their three-year tenure while a few have retired from service.<br \/>\nVacancies to state IAS and IPS cadres are filled by posting probationers in the ratio of fifty percent outsider to fifty percent local   , according to authoritative sources.<br \/>\nAn interesting situation has arisen whereby senior IAS and IPS officers from outside the state are disinclined to be reverted back.<br \/>\nOn the other hand, it is learnt that nearly a dozen senior Naga IAS and IPS  officers from each cadre are serving in  other states and  desire to serve their home state but   left cooling their heels. Only a few IAS including from the allied services have been   transferred to Nagaland.<br \/>\nMost of the IAS and IPS officers from outside the north east are disinclined to serve in   states like Nagaland, Manipur and Arunachal Pradesh which has created in depletion of senior level officers.<br \/>\nA proposal was made to the Centre whereby All India Service Officers \u201cfrom the north east\u201d and serving outside the region, be given the option for transfer to any of the north eastern states of their choice.<br \/>\nThough the proposal was accepted, it underwent a serious lacuna at the   ministry  of Personnel and Training  through a clerical error.<br \/>\nIn 2006, a central notification instead stated that All India Service Officers \u201cbelonging to the north east cadres\u201d may be given the option for transfer to any other cadre in the north east.<br \/>\nThe issue has evinced a great deal of interest in various circles as to the response of the state government on correcting the lacuna so that senior Naga IAS and IPS officers can opt for transfer to their home state and fill the void created by the exodus of outsiders to their home states.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>A steady flight of senior IAS and IPS officers from Nagaland who have left on deputation to other parts of the country, has left both cadres in a stage of depletion.
