The government has also noted that CMO was approached without first taking up the matter with responsible departmental officers and ministers. \u201cAs a matter of protocol, the office of the chief minister should not be used as a point of first call for expressing, demands, representations, complaints and should be used mostly as a point of last call when other means of redressal of problems and grievances are already exhausted,\u201d an official communiqu\u00e9 issued by state chief secretary Lalthra said.
