In a strongly worded statement, the forum chairman Dr. David Sema and secretary Vekho Vero said the government, through official notification, had directed all HoDs not to guarantee applications of employees for grant of consumer loans, questioning addl.CS&FC how could he say there was no ban.
On the issue of non plan and deficit, the RoP forum contended that at no point of time they stated expenditure under non plan did not contribute to the deficit. It went on to challenge that particular statement was made in a reply to state chief minister, who had said 6% population absorbed 60% of state budget.
The 6th RoP forum said their demand of RoP with effective from January 1, 2006 in toto with central services did not mean they demand same pay scale of the IASs.
The forum, however, stated that a group of all India services excluding IPS have drawn arrears w.e.f January 1, 2006 amounting to Rs. 3,70,88,184, thereby depriving the corresponding RoP for employees of state services.
Reiterating that \u201cthe market was same for us as was the market for the All India Services since 1st January 2006,\u201d the signatories said the same amount paid by all India services for essential commodities have been paid by them as well.
\u201cThere is no different market for different services apart from Acts and Rules,\u201d they pointed out and said that hunger for food cannot be controlled by Acts and Rules and that one must first be a human to be an administrator.
Accusing the government of diverting the issue by insisting them to furnish list of associations\u2019 registration, the forum said: \u201cIf government is so desirous to know such details, he is welcome to go to registering authority and satisfy himself.\u201d
Stating that they democratically demonstrated their grievances by wearing black badges without disturbing government\u2019s functioning, the forum lamented it has not been called for \u201cdiscussion of understanding.\u201d
\u201cTherefore, the Forum shall now take its own decision and form of action from this effect,\u201d they underscored. The forum has also declared not to respond to \u201cunnecessary press releases\u201d as much \u201cpaper war has taken place for too long.\u201d
