Secretay Gwabinlo, in a communiqu\u00e9, said core issue of \u201c100% HIV mandatory testing\u201d has not been clarified.<br \/>They demanded clarification, particularly to Project ORCHID\u2019s official mail to partner NGOs, dated May 11 2010, which purportedly stated: \u201cBoth AVAHAN and NACO have made mandatory that 100% of the HRGs (Core target groups) have to be tested annually\u201d. <br \/>According to signatories, Project ORCHID also requested NGO partners to offer suggestions to achieve 100% HIV testing.<br \/>The drug user bodies also demanded AVAHAN and NACO to make their stand clear on whether they stood by ORCHID statement or ORCHID was \u201cabusing\u201d their image to pressurize NGOs to achieve their selfish objective. <br \/>Stating that they were resented by AVAHAN and NACO\u2019s silence over the issue, the drug users said this issue has been in e-forum of Asian Network of People who Use Drug (ANPUD, e-group) for quite sometime, and that AVAHAN and NACO were also fully aware of this \u201csensitive and unrealistic agenda\u201d.
