Benjung Jamir, Vice chairman TATC, said it would be difficult for any layman  to honestly justify the lack of development in the mill as there seemed to be a \u201chidden agenda\u201d on the part of the HPC to \u201csabotage progress\u201d. Further the TATC alleged that HPC did not want the Tuli mill to be successful as it would have \u201ca far reaching consequences\u201d on the paper business in the mainland since the mill in the past had produced the highest quality paper.<br \/>TATC also cited non payment of salaries of NPPC employees from  May 2010 till date as another instance of HPC\u2019s \u201cdeceptive management\u201d.
