{"id":7499,"date":"2011-07-23T02:22:01","date_gmt":"2011-07-23T02:22:01","guid":{"rendered":"http:\/\/151.106.38.4\/2011\/07\/23\/condemnation-on-rape-extortion\/"},"modified":"2011-07-23T02:22:01","modified_gmt":"2011-07-23T02:22:01","slug":"condemnation-on-rape-extortion","status":"publish","type":"post","link":"https:\/\/nagalandpost.net\/index.php\/2011\/07\/23\/condemnation-on-rape-extortion\/","title":{"rendered":"Condemnation on rape, extortion"},"content":{"rendered":"<p><img src=\/old_site\/>Naga Council Dimapur (NCD) has expressed pain in learning that another heinous crime has been perpetrated in the form of rape and murder of a young girl, Avino of Kirha village, Dimapur. <br \/>\nCondemning the act, the NCD, in a joint press note issued by NCD general secretary Ntsemo Ngullie and finance secretary Joel Nillo Kath stated that this was the latest in a series of rapes and murders to have rocked Dimapur in the past few months. <br \/>\nNCD alleged that anti-social elements have unleashed a new trend of \u201cfirst rape, then murder\u201d which if not checked with better state and community policing, would lead to rise of a phenomenon of \u201cvigilante system\u201d where citizens would be compelled to take law into their own hands, and further vitiate the fragile social order among Nagas.<br \/>\nWhile strongly urging the state police to set up ultra-modern forensic labs to test semen and DNA samples so as to expedite and strengthen investigative processes, NCD added that such should come under the purview of police modernization programme.<br \/>\nThe NCD extended condolences to the bereaved family members of late Avino and called upon the police and the district administration to arrest the culprits at the earliest.<br \/>\nMeanwhile, Naga Council Dimapur is also expressed dismay that three extortionists arrested July 18 last were let off on bail. It stated that granting bail to the accused was undoing the good work done by the police and adding to the sense of insecurity already prevailing in Dimapur.<br \/>\nNCD maintained that whilst extortion might be a bailable offence under relevant sections of the IPC, the Indian criminal law was not so \u201cwatertight so as to limit its judicious and liberal interpretation,\u201d adding that extortion has become an industry in Nagaland and judges and prosecutors were aware of this reality. <br \/>\nCouncil also pointed that the business community of Dimapur was up in arms against daily threats of taxation and extortion from varied individuals and factions, that recently the home minister was forced to intervene, and hold consultative meeting with the Dimapur Chamber Commerce (DCC), NCD and community leaders to find ways to restore order.<br \/>\nStating that the judiciary was well aware that the costs of extortion and taxation were being borne by the common man in the form of increased prices and artificial inflation, NCD opined that considering the \u201cexplosive situation\u201d prevailing in Dimapur, judiciary would be well-advised to deny bail to extortionists in the greater interest of society. <br \/>\nThe council further cited scenario in Manipur, stating \u201cjudiciary has become ineffective, there is no dearth of false encounters where suspected militants are routinely disposed off both by the police and the paramilitary forces, thereby saving state actors the frustrating routine of arresting anti-socials only to suffer the ignominy of seeing the criminals being released on bail, thereby making a mockery of justice.\u201d<br \/>\nCouncil further appealed to all sections of the government to play their part sincerely so as to prevent such situation from coming to pass in Dimapur or Nagaland. <\/p>\n<p><span style=\"font-weight: bold; font-style: italic;\">WSKV condemns rape, murder <\/span><br \/>\nWomen society of Kirha village (WSKV), Dimapur has vehemently condemned brutal rape and murder of Avino, on Thursday morning at Kirha village, Dimapur.<br \/>\nIn a press statement, the society chairman Mesele Kikhi and secretary Arin\u00fc Rhetso said such type of crime was \u201ccondemnable\u201d by all in the society \u201cwhich is intolerable for the public in general, especially for our women folk.\u201d<br \/>\nThey further said that if such inhuman persisted then there would be no place on earth to shelter \u201courselves from the evil doers.\u201d<br \/>\nThe WSKV therefore urged law enforcement authority to take prompt action and bring to book those culprits and award them punishment at the earliest before the \u201csituation becomes worse from bad.\u201d<\/p>\n<p>\n<font>For More Updates, follow us on &nbsp;<a href=\"http:\/\/www.facebook.com\/home.php?sk=group_122822574405511\" target=\"_blank\" style=\"outline: medium none;\" rel=\"noopener\"><img decoding=\"async\" src=\"http:\/\/cms.nagalandpost.com\/newsimages\/PhotosCollection\/BKDWMJOIYQWKXUNDBKXF.png\" alt=\"Facebook\" style=\"border: medium none;\" \/><\/a>&nbsp;&nbsp;and &nbsp;<a href=\"http:\/\/twitter.com\/?q=nagaland+post#%21\/nagalandpost90\" target=\"_blank\" style=\"outline: medium none;\" rel=\"noopener\"><img decoding=\"async\" src=\"http:\/\/cms.nagalandpost.com\/newsimages\/PhotosCollection\/TWASKRLZSYMZWPFZERZS.png\" alt=\"Twitter\" style=\"border: medium none;\" \/><\/a><\/font><\/p>\n","protected":false},"excerpt":{"rendered":"<p>Naga Council Dimapur (NCD) has expressed pain in learning that another heinous crime has been perpetrated in the form of rape and murder of a young girl, Avino of Kirha village, Dimapur.
