Deliberations on rapes,extortion and kidnap in Dimapur were the focus at the seminar held at Ana Ki, jointly organized under the aegis of Naga Council in coordination with Women Hoho, GB union, DCCI, Tribal Hohos, NMDA, business community, students and all Dimapur Civil Societies.<\/p>\n

At the second  session was moderated by Dr. Anungla Aier (department of Anthropology, Kohima Science College) and witness Advocate Laingsi Niumai John addressing the meet on the causes and effects of \u2018rape\u2019. <\/p>\n

Discussions and suggestions were held among various organizations where each representative expressed their views on indecent dressing among school and college going girls. <\/p>\n

Naga Council member, Daipao said that indecent mode of dressing among young girl\u2019s in public often embarrasses the fathers and felt decency should be practiced when one is outdoors. <\/p>\n

Naga Council, finance secretary Joel Nillo Kath suggested the directorate of school education needed to impose strict uniform guideline with a knee length policy on skirts to avoid inciting onlookers.<\/p>\n

A representative from Naga Woman Hoho also mentioned that the Hoho had written a letter to chief minister Neiphiu Rio and Governor Nikhil Kumar to award capital\/life punishment to rapists, but at the same lamented that the public do not extend support to the organization and instead throw negative comments on them. <\/p>\n

SDPO Dimapur, Shouka Khaketo, also highlighted on the facts and problems faced by the department and urged the public as well as the concerned authorities\/wards to keep a check on their own jurisdiction as many rape cases\/immoral activities happen only in secluded pockets. <\/p>\n

He said in 2011 alone, out of the 9 rape cases, 7 appeared to be cases of breakthrough with 9 arrested while the remaining 2 are still under trial.
\nOne of the major setbacks faced by the police department in a rape cases is when the concerned tribal Hohos\/organizations take the matter into their own hands as per the customary law and after the culprit is thrashed, dump him with the police when they are unable to solve the matter, revealed SDPO Dimapur.<\/p>\n

He felt it was time people should know the value of time since in such cases because there are chances that evidence\/information may be lost if one delays the matter, and that the court cannot deny bail on medical grounds and automatically the culprit gets parole. <\/p>\n

He also lamented that lack of participation by the public causes hurdle in the society.
\nPanel of expert for the 2nd session, Padmashree Sentila Yanger pointed out that Nagas should smarten up and be a citizen of this contemporary world by tackling problems accordingly and not get stuck in the laws that are pass\u00e9.  <\/p>\n

In Nagaland under sec 375 IPC 1860, breakup of Kohima and Dimapur are given in the table below:

\nRecent statistical report showed that Nagaland ranked the lowest while Madhya Pradesh reported the highest number of such crimes.
\nThese two states were followed by Maharashtra (1,558), Assam (1,438), Rajasthan (1, 355) and Bihar (1, 302). The lowest number of cases was reported from Nagaland (19).<\/p>\n

Sentila said rape was not a new subject as it was prevalent even in the past during the turbulent time of early Naga insurgency movement where Naga women were raped by the Indian army but were concealed because of social stigma. She however admitted that the number of rape cases have increased over the years. <\/p>\n

Strongly voicing her anguish over the \u2018social injustice\u2019 and \u2018exclusion of women\u2019 in decision making bodies meted out to the women representatives\/folks in various field, Sentila grilled the men present at the seminar saying when they can stand united for 33% women reservation quota, then why not spend a day to deliberate on \u2018rape cases\u2019 in one of their session. <\/p>\n

Panel of experts for the 2nd session were Dr. Norbet Noraho (principal, Dimapur college); Padmashree Sentila Yanger (Convener, INTACH Nagaland Chapter; Prof. Vanthungo Lotha (Head of dept. Commerce, Dimapur College; Dr. Hesheto Chishi (Director, Indigenous Cultural Research Centre Dimapur; Pradeep Pareek (Journalist and Bureau Chief, NE TV.) <\/span><\/p>\n
