{"id":80352,"date":"2013-07-30T01:36:16","date_gmt":"2013-07-30T01:36:16","guid":{"rendered":"http:\/\/151.106.38.4\/2013\/07\/30\/factional-clash-issue-tops-cfsb-meet\/"},"modified":"2013-07-30T01:36:16","modified_gmt":"2013-07-30T01:36:16","slug":"factional-clash-issue-tops-cfsb-meet","status":"publish","type":"post","link":"https:\/\/nagalandpost.net\/index.php\/2013\/07\/30\/factional-clash-issue-tops-cfsb-meet\/","title":{"rendered":"Factional clash issue tops CFSB meet"},"content":{"rendered":"<p><img src=\/old_site\/AVLRNTZHFCZSMCCHLTED.jpg>Resurgence of internecine factional clashes and killings between rivals -Khole-Kitovi and Khaplang factions in recent times dominated the ceasefire meeting held Monday at NAPTC complex, Chumukedima between GPRN\/NSCN Cease-fire Supervisory Board (CFSB) members and the Government of India which was led by Cease-fire Monitoring Group (CFMG)\/CFSB chairman Lt Gen (retd) NK Singh and other officials. Monday\u2019s meeting was the first meeting between the new chairman of CFMG\/CFSB and GPRN\/NSCN. <\/p>\n<p>Addressing the media after the meeting, NK Singh appealed all NSCN groups to stop inter-factional killings in the interest of peace and harmony. <\/p>\n<p>Asking the delegation of GPRN\/NSCN to stop clashes and extortions, Singh told GPRN\/NSCN delegation led by CFSB convener C. Singson to confine the group\u2019s cadres to the designated camps and not to let cadres move around in populated areas. <\/p>\n<p>Expressing dismay with the recent factional clashes in Kiphire, Kohima and Dimapur that led to unnecessary deaths of young men, bereavement in families and unfortunately sowing the seeds for further violence, Singh also voiced out that the cruel manner in which some of the executions were carried out after \u201ckidnapping a person and shooting him at point blank range\u201d, against all tenets of humanitarian laws and human behaviour. <\/p>\n<p>Maintaining that extortions could never be justified under any circumstances, Singh, subscribing to views of state chief minister Neiphiu Rio said in order to wean away groups from extortion, some alternative means of sustenance as proposed recently could be explored with adequate safeguards and arrangement to ensure no further extortion and violence took place. <\/p>\n<p>The chairman also hoped that the police have lodged cases related to the recent factional killings and pursued investigations to arrive at a final and appropriate judicial conclusions. <\/p>\n<p>He also informed that GPRN\/NSCN have requested the establishment of one more designated camp in Wokha district. <\/p>\n<p>Singh said GPRN\/NSCN was also critical of the activities of ACAUT and the group felt that ACAUT was going beyond their responsibilities. He said the meeting was held in good atmosphere and there was free and frank exchange of views. <\/p>\n<p>Addl. chief secretary and commissioner Banuo Z. Jamir while expressing the stand of the state government said no more new designated camps should be allowed to be established. <\/p>\n<p>She also expressed concern over the rampant killings occurring out of the rivalry between the two factions. <\/p>\n<p>Other issues discussed at the meeting include demand for review of the Cease-fire Ground Rules by GPRN\/NSCN on the grounds that security forces, particularly Assam Rifles, were deliberately arresting and seizing weapons belonging to card-holder members of the group.<\/p>\n<p><span style=\"font-weight: bold; color: #ff0000;\">MHA suggests NSCN groups to thrash out issues<\/span><br \/>\nGPRN\/NSCN CFSB convener C. Singson said the group also expressed equal concern with the frequent factional clashes and killing taking place with NSCN (K). <\/p>\n<p>Recalling the meeting held with the the government of India in New Delhi in April this year, Singson talking to the media after the meeting said Ministry of Home Affairs (MHA) had suggested that the two rival groups &#8211; GPRN\/NSCN and NSCN (K) initiate a \u2018sit across the table\u2019 kind of talk to thrash out differences so as to put an end to the unabated killing among themselves.<\/p>\n<p>Singson said while no concrete decision was taken during the April meeting, GPRN was also weighing the suggestion tabled by MHA. \u201cWe are also giving a thought about this, we need to think\u2026\u201d he said.<\/p>\n<p>However, Singson was particular that to bring an end to the factional killings, \u201ca sense of realization should dawn on all the concerned leaders.\u201d He also opined that there should be some kind of mechanism on how differences among the two rival groups could be resolved and clashes and killings stopped.<\/p>\n<p>On the new chairman, Singson said GPRN\/NSCN found Lt Gen (retd) NK Singh very positive in his approach. <\/p>\n<p>\u201cHe has been in Nagaland for the last many years and he understand the situation very well,\u201d he added. GPRN\/NSCN was also appreciative of Major Gen MM Naravane of (IGAR-N). <\/p>\n<p>Those who represented both state and the government of India were Banuo Z Jamir; Major Gen MM Naravane (IGAR-N); A. Taneja, DIG Kohima CRPF;&nbsp; Bendang Lemtur, IGP, training &amp; border; G.L. Rengma (retd DIG) staff officer, CFMG and Shokum Yimchunger (retd Dy SP) attended the meeting. Delegate members from GPRN\/NSCN included C.
