\nMIP said it was an undeniable fact that the NSCN\/GPRN (K) under the leadership of S.S. Khaplang had signed the cease fire with the government of India in 2001 and that the official arrangement of CF coverage and ground rules remain unchanged as borne by periodic review on implementation.
\nAsserting that Cease Fire subject matter was the exclusive concern of both the Government of India and the NSCN, as two separate entities having joint custodial and equal participation, with no third party nor other stake holder, MIP said dilution of the CF lay only within the official authority of both sides \u201cthrough a mutual official correspondences or discussions.\u201d
\nMIP alleged that \u201cintentional indulgence\u201d of the government of India at the expense of the NSCN(K)by entertaining the \u201crenegade breakaway group led by Kitovi and Khole\u201d who \u201care forcefully occupying the NSCN-K designated camp at Khehoyi\u201d appear to be a \u201cpolitical conspiracy\u201d to undermine the ten years of \u201cIndo-Naga cease fire.\u201d
\nAsserting that NSCN\/GPRN (K) as a party to the bilateral cease fire with the government of India would like to apprise the government of India, the home ministry, cease fire authority and Nagaland state government to \u201cobserve the same reciprocity\u201d so that the ceasefire was neither diluted nor contradicted by \u201cundue interference from non-entity like Khehoyi gang led by Khole and Kitovi.\u201d
\nFurther, it said while the cease fire authority of the government of India was \u201cdenying recognition or any official arrangement with Khole and Kitovi\u201d particularly on matters of cease fire; it however alleged there was \u201can open patronage\u201d by the state government and police in providing security protection for \u201cKhehoyi gang\u201d on several occasions after their \u201ctheir ouster from NSCN\u201d . It said this was \u201can intentional conspiracy\u201d to undermine the cease fire agreement entered on 2001.
\nMIP said on July 13 at Kohima, when its cease fire board member Hokato Vusshe asked about deployment of 10-15 armed Khehoyi members at Amiphoto colony Zunheboto at Kitovi\u2019s residence as house guards, CSFB chairman Maj. Gen Jacob Eppen \u201coutrightly denied any knowledge\/approval or directive\u201d but assured that such disruption to civilian security and peace \u201cshall be immediately dealt with by the CFSB.\u201d
\nMIP however said the assurances on the matter was not yet forthcoming. Instead, its supervisor, CFSB Wanting Naga request to CSFB chairman for escort during official cease fire meeting from Mon to Kohima, was declined on the ground of the present prevailing situation and directive of the union home ministry not to \u201cfacilitate security coverage\/protection\u201d for any of the stake holders in the \u201cIndo-Naga cease fire.\u201d
\nOn the other hand, it said Nagaland state provides security escort to Kitovi and recently police provided security escort to Kitovi from Khehoyi to Dimapur airport while he was to fly to Delhi to meet Isaac Chishi Swu and Th. Muivah. MIP said a meeting between the trio (Chisi-Muivah-Kitovi) in Delhi \u201cis still underway and being fully initiated by the state government and GoI.\u201d
\nNSCN\/GPRN (K) warned that in the event of any untoward repercussions \u201cas a result of such conspiracy\u201d it shall not be held responsible while defending the rights, identity and the history of the Nagas \u201cto the last man standing\u201d.
\nMIP said the decision of the Sumi frontal organizations at Zunheboto was made due to the prevailing situation such as- \u201cunjustified stationing of Khehoyi armed goons\u201d, ongoing taxation by \u201cIM cadres in blatant violation of CF rules\u201d in full military gear and combat formation, with full knowledge of the Indian security agency had created fear psychosis among the Sumi population.
\nMIP said the decision of the Sum organizations to all armed elements return to their respective camps-NSCN\/GPRN(K) to Suruhuto designated camp; NSCN (I-M) to Ghathashi designated camp and \u201cKhehoyi gang\u201d to Khehoyi should not only be honoured but promptly implemented
\nwith the stipulated three(3)days .To complement the decision in view of public demands, MIP said the civil administration and cease fire authority ensure that cease fire ground rules were complied and enforced judiciously However, it said, \u201cKhehoyi gang being a very new and random coalition of political and social outcast\u201d without people\u2019s mandated authority, issue or interest of Nagas, nor official standing or existence with the government of India etc, \u201cshould not be allowed to disrupt the ongoing peace process\u201d between various sections of Naga political leaders or the political process with the government of India. <\/p>\n
