{"id":89264,"date":"2013-03-19T01:05:09","date_gmt":"2013-03-19T01:05:09","guid":{"rendered":"http:\/\/151.106.38.4\/2013\/03\/19\/naga-society-needs-urgent-reforms-dr-jamir\/"},"modified":"2013-03-19T01:05:09","modified_gmt":"2013-03-19T01:05:09","slug":"naga-society-needs-urgent-reforms-dr-jamir","status":"publish","type":"post","link":"https:\/\/nagalandpost.net\/index.php\/2013\/03\/19\/naga-society-needs-urgent-reforms-dr-jamir\/","title":{"rendered":"Naga society needs urgent reforms: Dr. Jamir"},"content":{"rendered":"<p><img src=\/old_site\/GZQIAOUCAXWRQZFKOWBA.jpg>Governor-designate of Odisha Dr.S.C.Jamir has expressed deep anguish at what he described as, a deep moral, social and economic crisis plaguing Nagas in Nagaland and opined that unless urgent reforms were brought about , the \u2018point of no return\u2019 was imminent.<\/p>\n<p>The veteran Naga politician, five-time chief minister and former Governor of Goa and Maharastra said this in an exclusive interview to Nagaland Post on the eve of his departure to Bhubaneshwar to take on his second assignment as Governor. <\/p>\n<p>Wondering how Nagas had reached such a stage, Dr Jamir opined, that one of the main factors was the collapse of governance in the state due to failure of checks and balances in the system. He said when a constitutionally elected government vested with all powers and authority, was not allowed to function, the collapse was inevitable.<\/p>\n<p>Elections: Jamir felt that the crisis of governance begins during election when secessionist groups determine who contested elections and whom to support. He rued that it has become an accepted practice in Nagaland that after a government is formed, it is made to play second fiddle to parallel centres of power. <\/p>\n<p>Jamir said when such becomes a norm, people cannot expect an effective and transparent system of governance. <\/p>\n<p>As a consequence, he said the abnormal condition of governance has been manifested where society and government cannot apply the established law as the system has been subverted. <\/p>\n<p>Jamir also felt that the public in Nagaland have contributed to the crisis by selling their rights for money, or toeing diktats by village authorities to vote for a particular candidate. He said when such are the accepted norms that have become the hallmark of elections, there was no question of ever having free and fair polls.<\/p>\n<p>In this regard, he also lamented that Central Election Observers deputed by the Election Commission of India (ECI) become mere onlookers either by choice or compulsion. <\/p>\n<p>He also lamented that today, the independent roles of election officials, district and police officers have been systematically neutralised by powerful elements. <\/p>\n<p>Dr Jamir, who got honorary Ph.D (Theology)from Serampore University, also felt that church leaders have failed to follow Christian tenets of citizenship when they do not vote nor encourage the followers to do so as part of duty.<\/p>\n<p>Solution: A subject which is at the core of Jamir\u2019s heart is for a permanent solution to the Naga political problem. <\/p>\n<p>Having survived four assassination attempts on his life, Jamir strongly felt that solution must be achieved and wanted all Nagas to exert pressure on the Centre for an early solution. <\/p>\n<p>He said Naga public are tired of the persisting problem and the underground groups cannot afford to throw away the opportunity or else they would lose the goodwill of the people. <\/p>\n<p>Jamir said he was very grateful to Sonia Gandhi for giving him the rare honour in India of being appointed Governor for the second time.
