{"id":89268,"date":"2013-03-19T01:05:10","date_gmt":"2013-03-19T01:05:10","guid":{"rendered":"http:\/\/151.106.38.4\/2013\/03\/19\/no-agency-to-monitor-use-of-funds-cag\/"},"modified":"2013-03-19T01:05:10","modified_gmt":"2013-03-19T01:05:10","slug":"no-agency-to-monitor-use-of-funds-cag","status":"publish","type":"post","link":"https:\/\/nagalandpost.net\/index.php\/2013\/03\/19\/no-agency-to-monitor-use-of-funds-cag\/","title":{"rendered":"No agency to monitor use of funds: CAG"},"content":{"rendered":"<p><img src=\/old_site\/><span style=\"font-weight: bold; color: #ff0000;\">Rs. 1124.39 transferred to the state implementing agencies during 2011-12<\/span><\/p>\n<p>Nagaland state government received a sum of rupees 1124.39 crores funds during 2011-12 from Government of India that was directly transferred to the state implementing agencies outside the state budget.<\/p>\n<p>This was revealed in the audit report of the Comptroller and Auditor General of India (CAG) on the government of Nagaland for the year ended 31 March 2012 which was tabled by state chief minister who also holds the finance portfolio at the ongoing state budget session Monday. <\/p>\n<p>The report also revealed that out of the 1124.39 crores for various programmes and schemes, Rs. 673.47 crores implemented for Mahatma Gandhi National Rural Employment Guarantee Programme (MNREGP), Rs. 97.98 crores for Sarva Shiksha Abhiyan (SSA), Rs. 87.21 crores for National Rural Health Mission (NRHM), Rs. 80.91 crores for National Rural drinking water programme, Rs. 60.68 crores for Integrated Watershed Management Programme (IWMP), Rs. 34.48 crore for Rural Housing (IAY), Rs. 28.26 crore for RMSA, Rs. 27.36 crore for Capacity Building for Service Providers Infrastructure Development (CBSPID), Rs 17.04 crore for National AIDS Control Programme and Rs.17 crore for&nbsp; National Bamboo Mission Development Agency (NBMDA).<\/p>\n<p>The report stated that as long as the funds remain outside the state budget, there is no single agency monitoring its use and there is no readily available data on how much is actually spent in any particular year on major flagship schemes and other important schemes which are being implemented by the state implementing agency and are funded directly by the government of India. <\/p>\n<p>On financial management and budgetary control, CAG report said that budgetary controls should be strengthened in all government departments, particularly in the departments where savings\/excess persisted for the last five years. <\/p>\n<p>It also said that accounts of autonomous bodies\/authorities and departmental commercial undertakings need to be finalized at the earliest. <\/p>\n<p>It said departmental inquiries in all fraud and misappropriation cases should be expedited to bring the defaulters to book.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Rs. 1124.39 transferred to the state implementing agencies during 2011-12 Nagaland state government received a sum of rupees 1124.39 crores funds during 2011-12 from Government of India that was directly transferred to the state implementing agencies outside the state budget.
