Nagaland minister for higher education and urban development Dr. Sh?rhozelie Liezietsu Tuesday informed that out of 52 secular colleges in Nagaland, only 19 are covered under 2 (f ) and 12 (b) of the UGC Act, with the remaining 33 colleges outside the purview of UGC. Colleges recognized by UGC Act under 2 (f ) and 12 (b) are eligible to receive financial aid from UGC and central assistance from the centre or any organization receiving funds from the central government respectively. Speaking at a workshop on \u201cinternal quality assurance cell\u201d for principals and coordinators of secular colleges, Dr. Sh?rhozelie said out of 14 government colleges only 8 and out of 38 private colleges only 11 \u2013 a total of 19 out of 52 secular colleges in Nagaland are covered by the UGC Act for assistance. He pointed out that many colleges do not meet UGC requirement due to poor infrastructure. For this reason, he maintained that department had been pleading with the planning department for greater allocation of funds for higher education sector. The minister added that despite limited resources, the department had taken up infrastructural development of government colleges in Mon, Tuensang, Kiphire, Longlenf and Phek during 2010-11, and also assisting private colleges through grants-in-aid. Dr. Sh?rhozelie further urged colleges covered under 2 (f) and 12 (b) of UGC Act to avail maximum schemes and use the funds judiciously for development of colleges. He also encouraged government college teachers to be sincere and committed in their teaching profession as they have attractive pay package and bright career prospects backed by UGC. The minister asked the management of private colleges to offer better pay package to their teachers. Dr. Sh?rhozelie said human resource was more important than physical infrastructure. He further asserted the government\u2019s commitment to promote and impart quality education to its students through seminars, setting up of quality assurance committees and assessment and accreditation steps. Guest of honour for the programme addl. chief secretary & development commissioner Alemtemshi Jamir said education system in Nagaland was caught in between knowledge explosion through technology and imperatives of maintaining quality education. Sating that Nagaland needed to catch up with the rest of the world in terms of quality and knowledge, he said the whole system of governance need to change so to bring positive changes. While mentioning that there were over 50,000 postmetric students in Nagaland with about 40,000 studying in the state, Alemtemshi questioned whether the state has a vision for the students and what mission it has to take them forward. He asserted that education institutions should first understand their vision and mission for attaining knowledge and quality education for students. Resource person, assistant advisor, NAAC, Bangalore, Dr. Ganesh A. Hegde said ministry of Human Resource Development and UGC mandated that all colleges should undergo the process of assessment and accreditation. He said assessment exercise was a brand-building exercise which gives satisfaction to students and staff on their accredited status. Hegde also added that students are benefited in the process, and offered to give support and assistance to Nagaland in future. <\/p>\n
