A multi-stakeholders engagement to provide water security by adopting scientific method on springshed management in 100 rural areas of Nagaland was launched at SIRD conference hall here on Wednesday. <\/div>\n
Launched with the objective of providing seasonal water security and conservation of springs with a technically sound spring revival project under the springshed management in 11 districts in the State covering 100 villages, the project\u2019s inaugural programme was organised by Northeast Initiative Development Agency (NEIDA).<\/span><\/div>\n
A consortium comprising government departments– Rural Development and Land Resources, Tata Trusts, Arghyam, Advanced Centre for Water Resources Development and Management (ACWADAM), People\u2019s Science Institute (PSI), NEIDA and Eleutheros Christian Society (ECS) will work together for three years for the project. <\/span><\/div>\n
The agreement was signed among the consortium partners in October 2017. According to NEIDA official K. Tsuhah, the consortium partners would pool in their resources with the objective of providing an innovative model of PPP.  <\/span><\/div>\n
She said resources from government\u2019s existing programmes would be leveraged with non-governmental organisations like Tata Trusts and Arghyam that were providing software support and NGOs like NEIDA and ECS, which were extending support for coordination, community outreach and implementation. Tsuhah informed this correspondent that PSI and ACWADAM would be the technical support agencies for the project, adding that the programme was envisaged to build capacities at multiple levels of State institutions \u2013 village and district \u2013 and undertake springshed management through a science-based participatory approach. <\/span><\/div>\n
She added that the project further aimed to strengthen community-level institutions, both formal and informal, to ensure local ownership and management to sustain the intervention beyond framework of this project. <\/span><\/div>\n
On the criteria for selection of villages, Tsuhah explained that villages dependent on spring water for domestic consumption, having acute drinking water shortages and water quality issues were selected for the project.<\/span><\/div>\n
She added that villages with better accessibility and reasonably good roads to facilitate supervision and monitoring of fieldwork, village clusters with three or four villages per cluster and villages willing to collaborate and cooperate with the government and NGOs for springshed development activities were also selected. <\/span><\/div>\n
Tsuhah mentioned that villages willing to provide at least 10% of their own contribution to the project in the form of free labour and locally available materials and recognised with good track record in implementation of government-funded projects were chosen too. <\/span><\/div>\n
Agreements were also signed by the consortium partners with villages and community for utilising MNREGA funds for the springshed management.<\/span><\/div>\n
Speaking at the inaugural programme, PSI director Debashish Sen explained the concept of springshed development and shared experiences of the Himalayan region. <\/span><\/div>\n
Officials from rural department and land resource departments, NEIDA and others attended the launching programme.<\/span><\/div>\n
