{"id":96519,"date":"2014-08-13T01:56:15","date_gmt":"2014-08-13T01:56:15","guid":{"rendered":"http:\/\/151.106.38.4\/2014\/08\/13\/ysu-demand-justice-for-student\/"},"modified":"2014-08-13T01:56:15","modified_gmt":"2014-08-13T01:56:15","slug":"ysu-demand-justice-for-student","status":"publish","type":"post","link":"https:\/\/nagalandpost.net\/index.php\/2014\/08\/13\/ysu-demand-justice-for-student\/","title":{"rendered":"YSU demand  justice for student"},"content":{"rendered":"<p><img src=\/old_site\/><\/p>\n<div>Yaongyimsen Students\u2019 Union (YSU) has alleged \u201cinjustice\u201d meted out to one of its bonafide student members, Miss Watinaro Imsong with regard to admissions to Dr. Y.S Parmar University of Horticulture and Forestry, Himachal Pradesh.&nbsp;<\/div>\n<div>In a press release, YSU president Alem Imsong and general secretary Onensangla said that \u201cthe Directorate of Higher and Technical Education nominated Miss. Watinaro Imsong, strictly based on merit, against the sole seat allotted to Nagaland, that of B.Sc. Horti. course (4 years), under Dr. Y.S. Parmar University of Horticulture and Forestry, Nauni, Solan, Himachal Pradesh\u201d.&nbsp;<\/div>\n<div>However, it alleged that the seat allotted \u201cwas illegally occupied by a non-eligible candidate by the name Imnatemsu\u201d on the recommendation of the directorate of Horticulture.&nbsp;<\/div>\n<div>YSU said a letter from the Northeastern Council (NEC) secretariat, dated May 8, 2014, addressed to the Directorate of Higher and&nbsp;<\/div>\n<div>Technical Education, the Chief Conservator of Forest and the Director of Horticulture, government of Nagaland, \u201ca declaration of the availability of the fore-cited seat under the NEC quota for Nagaland was made\u201d.<\/div>\n<div>Further, YSU said Watinaro duly responded and proceeded with the relevant procedures and applied for the seat as per the letter from Directorate of Technical Education that she was nominated against the particular seat, fulfilling \u201call eligibility criteria and on emerging as the successful candidate based on merit\u201d.&nbsp;<\/div>\n<div>However, YSU said on arriving at the institute, \u201cto her utter dismay and dejection\u201d the seat was already occupied. \u201cThis unfounded act of recommending a non-eligible candidate, based on nepotism, sets a bad precedent for the concerned state department and in particular, places the career of a potential student like Miss. Watinaro Imsong at stake\u201d, YSU said.&nbsp;<\/div>\n<div>It alleged that the directorate of Horticulture \u201cexceeded all extremes of power-abuse by blatantly bypassing\u201d the nodal authority, the directorate of H&amp;TE in nominating unfairly \u201cwithout giving any open invitation for application to interested students for conducting the selection test\u201d.<\/div>\n<div>YSU said the family has been bearing \u201cundesired expenses incurred and experienced mental and emotional trauma because of their stay in Himachal Pradesh,\u201d awaiting reasonable solution to the \u201cpredicament faced rendered by this act of injustice and corruption\u201d.&nbsp;<\/div>\n<div>It said though \u201cconsecutive notifications have been sent to the Director, NEC through the directorate of H&amp;TE\u201d, it yielded no positive result.&nbsp;<\/div>\n<div>In this regard, YSU has demanded justice for its member and said it was \u201chopeful of Miss. Watinaro Imsong claiming her prerogative through the appropriate route, without undue delay\u201d.&nbsp;<\/div>\n<div>YSU has asked that competent authority \u201cto intervene and to facilitate her admission through the proper route, so as to correct the situation even for the future aspirants\u201d.<\/div>\n<div><span style=\"font-size: 10pt; font-weight: bold;\">Horti deptt. clarifies: <\/span><span style=\"font-size: 10pt;\">When contacted, the directorate of horticulture regarding the impasse, the department denied any manipulation and stated that they had followed all procedure.<\/span><\/div>\n<div>The department further pointed out that the seat allotted was \u201cnot a state quota but NEC nomination quota.\u201d It also stated all other Northeast state horticulture directorates nominate candidates as per the procedures laid down by the NEC. To make the confusion clear, the department clarified that all correspondence between the NEC and the university were available.<\/div>\n<div>It also pointed out that exam for BSc. Horti did not fall under the All India Pre-Medical Test.<\/div>\n<div><span style=\"font-size: 10pt; font-weight: bold;\">ACAUT: <\/span><span style=\"font-size: 10pt;\">ACAUT media cell in a press release said \u201ca meritorious student\u2019s career can be jeopardized due to the machinations of top bureaucrats\u201d was appalling and highly condemnable.&nbsp;<\/span><\/div>\n<div>It said Watinaro, \u201cwho stood 1st in the state quota eligible for BSc (Horti) course in YS Parmar University of Horticulture and Forestry, Himachal Pradesh, in All India Pre-Medical Test (AIPMT) conducted by CBSE was denied admission\u201d, and one Imnatemsu Imchen was inducted.&nbsp;<\/div>\n<div>It said \u201cthe course seats in YSP University for Horticulture and Forestry are reserved for nominees of North East Council (NEC) and the NEC forwards the quota allotment to all the NE states, addressed to three departments, namely, Horticulture, Director of Higher &amp; TE and Chief Conservator of Forest. In this particular case, there was only 1 (One) BSc (Horti) seat for Nagaland state\u201d.<\/div>\n<div>ACAUT said according to State Common Selection Board meeting attended by all HoDs on December 10, 2010, it was resolved that the department of Higher &amp; Technical Education, Nagaland was the only nodal department to nominate meritorious students for study to various technical courses.&nbsp;<\/div>\n<div>\u201cThereafter, according to government notification dated 19th Sept 2012, published by Deptt of H&amp;TE, it stated that there shall be no state JEE in 2014 and all selection of seats under state quota for MBBS, Engineering and allied courses shall be on the basis of JEE (Main) and AIPMT\u201d, ACAUT said.<\/div>\n<div>ACAUT said Watinaro secured \u201c62nd position in APMT and 1st rank under state quota for BSc (Horti), and thus was nominated by the Directorate of H&amp;TE on 8th July 2014 to study in YSP University, Himachal\u201d.&nbsp;<\/div>\n<div>However, ACAUT said \u201cto the utter shock of Watinaro and family, on July 23 (day of admission), it was found that one Imnatemsu had already taken the admission\u201d, nominated by the directorate of Horticulture \u201cviolating laid down rules which states that deptt of H&amp;TE is the only nominating department\u201d.&nbsp;<\/div>\n<div>Alleging that the \u201cnomination was not based on merit since there was no state JEE in 2014 nor did he appear for APMT nor was he selected by directorate of H&amp;TE\u201d, ACAUT said the Horticulture directorate nominated the name to NEC on May 19 for the said course in YSP university when APMT results were not even out, while the director writing to NEC, \u201cwas arbitrary and against all norms\u201d.&nbsp;<\/div>\n<div>After \u201cnepotism was brought to the notice of the deptt of H&amp;TE\u201d, ACAUT said the latter wrote to YSP University asking the University to cancel Imnatemsu\u2019s admission. \u201cThe University wrote to NEC to explain the anomaly. For reasons best known to NEC, it has chosen to keep mum so far\u201d, ACAUT said.<\/div>\n<div>ACAUT said the aggrieved family members of Watinaro also approached the chief secretary \u201cwith proof and evidences of wrongdoing\u201d. However, ACAUT said instead of writing to NEC to cancel the nomination of Imnatemsu and select Ms. Watinaro, the State CS simply asked for 1 (one) more &nbsp;BSc (Horti) seat in YSP University to accommodate Ms. Watinaro\u2026\u201d. Stating that the letter did not do justice to the aggrieved party, ACAUT said it rather was \u201can embarrassment since no university will accommodate any CS letter or even NEC plea within 9 days- the last date of admission in YSP University being 14th August\u201d.&nbsp;<\/div>\n<div>It also stated that the \u201caggrieved party approached NSF to take up the matter but to no avail\u201d. In this regard ACAUT urged NSF to be \u201cpro-active since careers of meritorious students are at stake\u201d.<\/div>\n<div>ACAUT also said it had \u201call the relevant documents to back its claim\u201d on the issue.&nbsp;<\/div>\n<div>Further, ACAUT alleged that the \u201chigh ranking bureaucrats can play games of nepotism, practice open corruption at the cost of genuine deserving students, is an eye opener for all Nagas\u201d.
