SSA teachers under the aegis of Nagaland SSA Teachers Association (NSSATA) 2010 & 2013 batches consisting of around 2600 teachers began their phase-II agitation against non-payment of salary and demanding four-point charter of demands.

The water cannon was fired after the protestors attempted to prevent directorate staff from entering from another entry point since the main gate was gheraoed by the teachers and did not allow the staff to enter. It was learnt that aggrieved teachers did not give any prior information to the staffs that they would not be allowed to enter the office. The agitators refused many staffs to enter office even after displaying their identity card.

After a daylong protest, the teachers said they have decided to intensify agitation on the second day by restricting the directorate staff to enter office, saying the state government could not meet their demand even after a round of meeting held today.

Aggrieved teachers including nursing mothers remained at the protest site till evening. Placards were put up in entire directorate area, some of which read “Give us what is ours”, “No scheme of education can be successful without teachers”, “Pay your teachers then talk about quality education” etc.

During the course of protest, the NSSATA office bearers, on the invitation of the minister school education, had a meeting with the minister along with additional director school education, mission director and officials from finance department. After nearly a three-hour long wait, the NSSATA officials returned stating that the state government could neither meet any of their demands not could give any written assurance.

According to action committee convener Huzeng, the state government could not offer concrete assurance except a verbal assurance that the teachers would receive their salaries soon.

On their demand that salaries of SSA 2010-2013 teachers to be paid from non-plan revenue, the convenor said government responded that as long as SSA funding takes place, there was no provision from the state government that the salary of the CSS would be made from non-plan. On the third demand to strictly adhere to the national mission (SSA) guidelines and funding procedure in order to avoid instalment lapses and delays in the payment of salaries, he said government has assured to try its best that such things did not happen in future.

With regard to the last demand to pay salary regular from state fund and to retrieve during the release from the Centre, the convenor said the finance department maintained they did not have money in their account. Taking all those responses seriously, he said the aggrieved teachers have decided to continue agitation till demands were met.

CCN, AKMWP flay police action

Concerned Citizens of Nagaland (CCN) has expressed “shock” at use of water cannon on SSA teachers who were “peacefully staging a protest” outside the directorate of school education at Kohima on Tuesday.

In a press release, media cell, CCN, stated that it was “thoroughly appalled” at the manner in which the protest was handled by spraying water upon the aggrieved teachers in the chilly Kohima weather.

“The teachers are not protesting for fun. They are protesting to demand their God-given right of being paid their pending salaries which they have worked hard for,” CCN said.

Further, CCN questioned the government authorities whether they would be able to function normally if they were to be deprived of their salaries for even a month. “Would the authorities then realise that their own medicine tastes bitter?” it asked.

CCN also queried if the authorities even cared for the morale of the teachers and the welfare of the children who were being deprived their basic right to education as guaranteed by the Constitution?

“This is tantamount to anti-Constitutional on the part of the Government,” it maintained.

The concerned citizens said using water cannon on aggrieved protestors has only tainted the sacred ideals of democracy, adding that one cannot help but “surmise that the very government has turned anti-democratic by attempting to silence the genuine cries of suffering employees through forceful suppression.”

Asserting that the government action was akin to dictatorial style of functioning, the CCN said it vehemently condemned the actions of the government, which it alleged has become “highly intolerant towards any voice of dissent.”

CCN also termed as “unfortunate” that the government was living in “selective dreams” where it fantasises that everything was functioning normally but in reality, there was dissent everywhere “which can be gauged from the multiple news reports appearing in the local newspapers on a daily basis.”

The concerned citizens said it was high time for the government to wake up to the miseries of the common people and do their job for which they were elected.

AKMWP: Association of Kohima Municipal Wards Panchayat (AKMWP) in a condemnation note said that the action of the government using its machineries on the teachers has threatened and deprived the fabric of the democracy.

AKMWP president Neibulie Kiewhuo and joint secretary and legal adviser Hukato Chishi expressed shock on the incident.

They stated that every citizens of the society have the right to demand their due share for their contribution to the society.

It therefore, reminded the government that when it has imposed “no work no pay”, the stakeholders also have the right to counter the government “no pay no work”.

However, AKMWP said the SSA teachers were being deprived of their sacrifices and their patience ran out since they have been struggling since last six months without salary.

AKMWP also questioned the ministers and bureaucrats whether they would realize the bitterness if they were denied of their salaries and perks just for a month? And what it public took enough courage to shoot our law makers with water cannons?

In this regard, AKMWP asked the government to realize the problems faced by the teachers.

It also hit back at the state government for not taking the issue seriously. Instead, AKMWP said that when the debt of the teachers have increased many fold through borrowing from other means for their survival, the Nagaland legislative met for only 15 minutes and declared the assembly sine die.

Therefore, AKMWP appealed to the government to deliver justice to the aggrieved teachers.

Government authorities used water cannon to disperse the SSA teachers who were staging sit-in protest at directorate of school education here on Tuesday.
