In an effort to maintain transparency and accountability and to reach out to all students in Tuensang district, department of school education and Eleutheros Christian Society (ECS), Tuensang signed a Memorandum of Understanding (MoU) for implementation of Mid-Day Meal (MDM) in Tuensang district at the chief secretary conference hall, Nagaland Civil Secretariat Kohima today.<\/span><\/div>\n
Commissioner and secretary of School Education, F. P. Solo represented the state government while Rev. Dr. Chingmak Chang secretary ECS represented ECS Tuensang. <\/div>\n
The MoU signed would be valid for a period of three years from the date of signing of the MoU on a trial basis and the replication of which would be based on the outcome of the trial.<\/div>\n
According to the MoU, ECS, in accordance with the objectives of the Mid-Day Meal Scheme (MDMS) of the government of India, Ministry of Human Resources Development (MHRD), New Delhi and on recommendations of the State Level Steering and Monitoring Committee (SLSMC) for MDM, have been identified by the department to be the nodal agency through which the scheme would be implemented in Tuensang district on Public Private Partnership (PPP) mode, as per procedure prescribed from time to time by the state government. MDM would be provided regularly to all government schools from class I to VII in Tuensang district.<\/div>\n
ECS shall observe the guidelines of MDMS issued by the government of India MHRD, department of School Education and Implementation Manual developed by the department. <\/div>\n
There would be state, district and block Steering & Monitoring Committee (SMC) and at the village level a MDM Committee comprising of church, SHG federation, VEC, mothers, parents forum and the ECS as members would be formed.<\/div>\n
The second party should submit annual report at the end of every financial year to the department monthly, quarterly and yearly report should be submitted to the concerned SDEO\/DEO and the department as per the implementation of the MDMS.<\/div>\n
The present unit costs for each component, subject to revision by the GoI for 220 working days excluding holidays included cooking cost for primary @ Rs.4.13 ps per day\/child and for upper primary @ Rs.6.18 ps per day\/child for which the initial payment will be released immediately after the signing of the MoU. <\/div>\n
DEO shall be inspecting 20% of all schools in a year and the SDEO shall make monthly inspection of 10% of schools under its jurisdiction. Adequate distribution and provision of rice would be overseen by the DEO\/SDEO. Head of Institution\/ School Management Committee\/ Village Education Committee shall co-operate and provide assistance to ECS as per provisions of the MOU signed.<\/div>\n
In his introductory speech, F. P. Solo described the signing of the MoU as a historic day and the success would lead to the implementation of the PPP mode of providing MDMS in other districts as well. <\/div>\n
Reacting against the issue surrounding MDMS, Solo stated that transparency and accountability needed to be looked into for which the co-operation between the government and head of institution\/school management committee was necessary. <\/div>\n
He also stressed on accurate U-DISE figure of the students enrolled so that it would ensure the proper implementation of the MDMS.  <\/div>\n
Rev. Dr. Chingmak Chang said that for the implementation of MDM in a district like Tuensang where connectivity was constraint, centralized marketing system would be effective. <\/div>\n
