Zeliang has justified the cabinet decision for holding elections to municipal and town councils to the provisions in the Nagaland Municipal Act 2001 and amendment made to the Act by the state government in 2006.&nbsp;<\/div>\n<div>Media Cell of the CMO said the chief minister made the statement while inaugurating the Pungro Town Council Kiphire district Tuesday morning.<\/div>\n<div>Zeliang said the state government had taken a \u201cbold decision\u201d to hold civic polls with 33% women reservation even though the case was pending in the Supreme Court. He revealed that his government had decided not to wait for the judgment of the Supreme Court since the outcome was \u201cunpredictable\u201d.<\/div>\n<div>Zeliang also informed that grants for development of towns would not be forthcoming if no municipal and town council polls were held as per the recommendations of the 14th Finance Commission.<\/div>\n<div>He also pointed out that urban local bodies were expected to raise their own resources and asked people to pay taxes and fees to their councils willingly so as to help them flourish.<\/div>\n<div>The chief minister maintained that development demanded that people inculcate a progressive mindset and an attitude of willingness to contribute towards common development needs.&nbsp;<\/div>\n<div>He urged people to ask what they could do for the new town council instead of asking what it could do for them if it was to flourish.&nbsp;<\/div>\n<div>Zeliang also announced that the government has put as priority, the proposal for 400 housing for the urban poor at Pungro in the current financial year. CMO also informed that president of Eastern Naga Women Organisation (ENWO) Mrs Birila Tonkiu in her address, thanked the chief minister and his cabinet for their decision to hold civic polls with 33% women reservation.<\/div>\n<div>The CMO said that Mrs Tonkiu had reiterated that women reservation did not infringe upon Article 371A as the former involved urban governance.CMO said she also countered that if Naga men could enjoy rights why not Naga women? Birila also reiterated that constitutional rights was for all, irrespective of gender. The ENWO president also asserted that Naga women would not have fought for 33% reservation if it infringed upon Article 371A. She also rejected suggestions on nomination of women with voting rights and instead wanted that women quota be accepted as per the assembly amendment in 2006.<\/div>\n<div>Also speaking at the function, Parliamentary secretary municipal affairs Tohanba reminded that the primary role of urban bodies was to empower urban local governance through delegation of powers to local bodies.&nbsp;<\/div>\n<div>Tohanba expressed optimism that Pungro T own Council would boost the economic activities within the town which is located near the border and generate revenue incomes. Citinig 2011 census he said Pungro has 5,744 people with 854 households and a literacy rate of 80.67% that was higher than the state average of 79.55%.<\/div>\n<div>The chief minister also flagged off the NST Bus Service (night) between Pungro and Dimapur.&nbsp;<\/div>\n<div>With inauguration of Pungro town council , Nagaland has three municipal councils and 29 town councils.<\/div>\n<div>\n<\/div>\n","protected":false},"excerpt":{"rendered":"<p>State chief minister T.R.
