{"id":99278,"date":"2016-10-21T23:34:31","date_gmt":"2016-10-21T23:34:31","guid":{"rendered":"http:\/\/151.106.38.4\/2016\/10\/21\/beneficiaries-face-problems-receiving-nsap-entitlements-in-wokha-district\/"},"modified":"2016-10-21T23:34:31","modified_gmt":"2016-10-21T23:34:31","slug":"beneficiaries-face-problems-receiving-nsap-entitlements-in-wokha-district","status":"publish","type":"post","link":"https:\/\/nagalandpost.net\/index.php\/2016\/10\/21\/beneficiaries-face-problems-receiving-nsap-entitlements-in-wokha-district\/","title":{"rendered":"Beneficiaries face problems receiving NSAP entitlements in Wokha district"},"content":{"rendered":"<p><img src=\/old_site\/><\/p>\n<div><span style=\"font-size: 10pt;\">A recent survey funded by the European Union (EU) has revealed that all Wokha district beneficiaries of National Social Assistance Programme (NSAP) faced problems receiving their entitlements while a mere 5 percent of them have lodged official complaints about it.<\/span><\/div>\n<div>The European Union (EU) funded project on \u2018Improving access to information and delivery of public service schemes in remote and backward districts of NorthEast (NE) states of India\u2019 also found that Wokha district NSAP beneficiaries received a pension of Rs.800 on an average in a 6-12 months period and that Village Council meetings played a limited role in creating awareness about the scheme.<\/div>\n<div>Carried out in the later part of 2015, the survey which covered 28 villages from 2 blocks of Wokha district also found that 50% of beneficiaries got to know about NSAP from neighbours and friends and through notices\/sign boards at the GP office while 60% of beneficiaries were not aware of the process of submitting the application forms.<\/div>\n<div>This European Union-funded project covers 7 backward districts across 5 NE states, namely, Goalpara and Cachar in Assam, Ri-Bhoi in Meghalaya, Churachandpur and Chandel in Manipur, Lawngtlai in Mizoram, and Wokha in Nagaland.<\/div>\n<div>The project is being implemented by the Paris-based French NGO Agency for Technical Cooperation and Development (ACTED) along with Guwahati-based North East India Committee on Relief and Development (NEICORD) which in partnership with local NGO Team Metamorphosis (TM) is responsible for field implementation, Bangalore-based Public Affairs Center (PAC) which is tasked with the research component, and the Guwahati-based Nanda Talukdar Foundation (NTF) as its media advocacy component.<\/div>\n<div>The project seeks to achieve three main results, namely, to encourage demand for improved service delivery, improved access to and quality of public services particularly for the most marginalized and women, and to enhance transparency of service providers for 10 central government flagship schemes: IAY, JSSK, ICDS, MDM, MGNREGA, RKVY, NBA\/TSC, RGGVY, NSAP, and TPDS.<\/div>\n<div>NSAP was introduced in 1995 by Ministry of Rural Development, Government of India. In Nagaland, it is under the department of Social Welfare. National Social Assistance Programme aims to ensure minimum national standards for social assistance for BPL family members in addition to benefits that states provide and includes Indira Gandhi National Old Age Pension Scheme (IGNOAPS), Indira Gandhi National Widow Pension Scheme (IGNWPS), Indira Gandhi National Disability Pension Scheme (IGNDPS), and National Family Benefit Scheme (NFBS).<\/div>\n<div>Eligibility criteria for the schemes are: 60 + years for IGNOAPS; widows aged between 40-64 years for IGNWPS \u2013 at 65 years, beneficiaries will automatically be covered under IGNOAPS; people having severe or mulitple disabilities in the 18-79 years range for IGNDPS; and BPL families whose primary bread winners have died while aged between 18-65 years for NFBS.<\/div>\n<div>IGNOAPS beneficiaries are entitled to receive central contribution of Rs.200 per month per beneficiary up to 79 years and Rs.500 per month per beneficiary aged 80+ apart from state government contributions; central contribution of Rs.200 per month per beneficiary apart from state government contributions under IGNWPS; central contribution of Rs.200 per month per beneficiary apart from state government contributions under IGNDPS; and central assistance @ Rs.40000 per beneficiary is paid to the surviving current head of household for family benefit under NFBS.<\/div>\n<div>\n<\/div>\n","protected":false},"excerpt":{"rendered":"<p>A recent survey funded by the European Union (EU) has revealed that all Wokha district beneficiaries of National Social Assistance Programme (NSAP) faced problems receiving their entitlements while a mere 5 percent of them have lodged official complaints about it.
