
Union minister of state for home affairs Kiren Rijiju on Monday inaugurated the 14th NAP (IR) battalion headquarters at Okhe Zong, some 10 km away from here. Rijiju, who arrived Kiphire town by chopper, unveiled the monolith and returned to New Delhi without attending the civic reception prepared at the New 14th NAP(IR) headquarters conference hall.
Anupam Yadav, OSD to MoS Home, said due to bad weather arrival of Kiren Rijiju to inaugurate the battalion headquarter was delayed.
When the minister’s chopper landed at Kiphire the last deadline for helicopter to take off was already closed. Rijiju was required to return to Delhi for the Republic Day celebration, he said.
However, the minister could somehow manage to inaugurate the battalion headquarter building. The minister expressed regret for his inability to attend the grand reception programme. However, he assured to visit in the near future, the OSD stated.
He also assured to look into the pending amount of Rs. 192.39 crore of the inaugurated project and other issues of Nagaland pending with MHA which were mentioned in the memorandum submitted, the OSD added.
Speaking on behalf of Kiren Rijiju at the New 14th NAP(IR) headquarters conference hall, the minister for power C. Kipili Sangtam expressed gratitude to the Kiphire Village Council for offering the land for setting up of 14th NAP (IR) Battalion headquarters at Okhe Zong Kiphire.
Minister for power said the day was a memorable day for the people of Kiphire, saying the setting up of IR headquarters has become history.
While pointing out that Kiphire district has multi-tribe, he appealed to all to remain united for development. Kipili also appealed the people of Kiphire to have common aim in order to make Kiphire a developed district.
Minister said that the department would try to do something good for the landowner, but appeal to the land owner to know when to approach the government.
Reminding that government’s property was people’s property, Kipili, therefore, appealed to all responsible to take care of the government’s property. He further appealed the land owner of the NAP headquarters to take care of the land.
It may be mentioned that the 14th NAP (IR) battalion headquarter has a total of 234.72 acres of land at Okhezong under Kiphire district.
According to police engineering project report, the project was taken up for Rs.219.39 crore which was duly approved by the State level Programme Implementation committee (SLPIC) headed by the chief minister of Nagaland as chairman. The Battalion headquarters has a total of 521 units residential building, 26 units non residential buildings and construction of roads, water supply, site development and electrification etc.
The construction works was carried out by M/s.Singh construction, which commenced in the first week of December 2009.
Kiren Rijiju was accompanied by state Home minister Y.Patton; School Education minister Yitachu; Power minister, C. Kipili Sangtam; DGP Nagaland L.L. Doungel, ADGP (Adm) Akheto Sema; Commandant 14th NAP (IR) BN Lakha Koza, Deputy Commissioner Kiphire A. Chumremo Odyuo, Superintendent of Police Kiphire Ben and other officials of the state.
The reception programme was attended by representatives of United Sangtam Students’ Conference, United Sangtam Likhum Bumji, Kiphire District Sumi Hoho, Yimchungrü Tribal Hoho and other political party leaders from Kiphire district.
The formal programme was chaired by ADGP (Adm) Nagaland Akheto Sema and vote of thanks was proposed by 14th NAP (IR) BN Commandant Lakha Koza.

The united Sangtam Student’s Conference (USSC) also submitted a representation to union minister of state for Home Kiren Rijiju demanding upgradation of SP to DIG Range, Inland waterways connecting Kiphire and Myanmar etc.
