State government has issued a show-cause notice to the Nagaland Government Higher Secondary School Employee Association (NGHSSEA), saying the ultimatum submitted by the association undermined the government’s action concerning rationalisation of DDOs under the school education department.
A show cause notice issued by principal secretary, FP Solo, stated that delegation of DDO power to an officer or an establishment was the prerogative of the government. “Therefore, your actions and press releases regarding the same is viewed very seriously since it is against the laid down rules of the Nagaland Government Servants Conduct Rules, 1968,” it stated.
Further, pointing out that the decision to withdraw DDO powers was taken as per “The Nagaland Rules of Executive Business” 2016 Part-1, Solo said the association has also undermined the colleagues, the DEOs, thereby prejudicing the interests of the department in particular and the state government in general.
Reminding the state government had recognised the association with a condition that the affairs were not considered to be in violation of the Nagaland Government Servants Conduct Rules, 1968, the principal secretary said the department in this regard has proposed to derecognise the association as per notification dated May 19, 2015, issued by the P&AR department while granting recognition to association.
In addition, the principal secretary said the association has violated the Nagaland Government Servants Conduct Rules, 1968, Para 25, 1, 2 and 3 (ii).
Therefore, the association has been asked to explain as to why disciplinary action should not be initiated against it and also explain as to why the association should not be derecognised.
The association has been directed to reply within seven days.
