Social audit hearing on MGNREGS in Wokha

Social audit hearing

The first phase of the FY 2023-24 Social Audit District Level Public Hearing for MGNREGS (implemented during FY 2022-23) and PMAY-G (implemented during FY 2019-20), organized by the District Rural Development Agency (DRDA), Wokha, in collaboration with the Nagaland State Social Audit Agency (NSSAA), was held at the DC Conference Hall in Wokha on July 13.


The audit covered 26 villages under Sanis RD Block and Ralan RD Block for MGNREGS, including Upper Baghty, Soku, Sunglup, and others. For PMAY-G, seven villages, including Ralan and Sungro, were audited, covering 63 beneficiaries.


At the hearing, an amount of Rs.90,072 was also recovered by the Social Audit team during verification for payments made under categories of deceased individuals, government-employed persons, and migration job cards.


The amount was later handed over to the Project Director, DRDA, for deposit to the State Employment Guarantee Fund (SEGF) as per MoRD guidelines. Assistant Director of NSSAA Imlirenla Sanglir, in her introductory speech, informed that the 1st phase social audit for FY 2024-25 under MGNREGS and PMAY-G has been conducted across all districts except Mokokchung. She also highlighted the upcoming audits for other schemes like PM Poshan, Samagra Shiksha, and NSAP.


Sanglir discussed the convergence opportunities for PMAY-G with other schemes, such as SBM-G for toilet construction, Pradhan Mantri Ujjwala Yojana for LPG connections, NRDWP for clean drinking water, and MGNREGS for employment during house construction. She emphasized the need for implementing agencies to follow Ministry guidelines.


EAC, Wokha HQ Sangmou Khiamniungan, who attended as an observer, stressed on the importance of proactive disclosure to maintain transparency in program implementation. Resource persons DRP Vezokholu Khusoh and DRP Imtimar, presented and reviewed the social audit findings. Issues identified included record mismatches between the Management Information System (MIS) and RD Block official records, non-conduct of Rozgar Diwas, poor maintenance of Job Cards, and other administrative lapses. Rectifications were presented by the concerned BDOs and program functionaries, and resolutions were adopted to address those issues.


The program was chaired by APC, DRDA, Wokha, Mathew Yhome, who urged functionaries to take corrective measures based on the social audit findings. The meeting was attended by BDOs, DRDA officials, MGNREGA and PMAY-G beneficiaries, village functionaries, VLOs, and media representatives.
