“People’s Army” (PA), NSCN (K) Tuesday said that the present trend clearly indicated that cease-fire ground rules (CFGR) have become “more or less an arbitrary imposition” on it by the Government of India and “her agencies”.
Stating that the cease-fire agreement had been arrived at “bilaterally”, “People’s Army”, NSCN (K) said that to “our understanding”, the implementation of CFGR was “a joint-responsibility” of both the Government of India and NSCN. A statement issued by ‘Lt. Gen.’ Niki Sumi, ‘military supervisor, People’s Army Nagaland, NSCN/GPRN, said that the “incessant pressures, harassments, arrests, detainments” caused to its cadres was “becoming a daily routine”.
It pointed out that it was not only the cadres but the Indian soldiers were also being put to “maximum tensions and exertions both physically and psychologically”.
The statement added that cease-fire supervisory members from both NSCN and Government of India were engaged in “white collared discussions”, while the two “armed forces” were being used in complete “disregard of the civility and humanitarian aspects”.
The statement termed the development as “completely contrary” to agreed CFGR and questioned if it was a “necessity” to put “two armed forces” at loggerheads to start a political dialogue and also asked if it was the “prerogative” of Government of India alone to conduct reviews, modification etc., of CFGR or to be done jointly and consultatively.
The statement further asked whether CFGR was meant to be observed specifically by “People’s Army, NSCN alone” or in partnership with the Government of India where her forces also had bindings.
The statement further added that the “issue” was political and therefore trying to “militarise” the conflict even before formal political dialogue ensued may become “counter-productive and unfruitful”.
