Community Peace Police launched in Dimapur

For the first time in Nagaland and perhaps in the entire North East, Dimapur district administration launched the Community Peace Police (CPP) programme in all 23 wards of Dimapur at a meeting attended by representatives from Dimapur police, DMC, NGOs, village councils, GBs & DBs and Naga Women Hoho at DC’s conference hall on Wednesday.
The introduction of Community Peace Police (CPP), in line Residents’ Welfare Associations (RWA) of Delhi, was earlier mooted in several meetings and it finally took off after charter of duties and qualification was laid down by DC Maongwati Aier.
The CPP had been proposed to be in every colony in all 23 wards of DMC, consisting of 8-10 members.
DC informed the team was to oversee and closely monitor the overall law and order situation in their respective areas. He also stated CPP team members are to be formed in consultation with the chairman and DMC member of their respective wards where he/she should be a permanent resident of the colony within the age of 25 to 50 years and should not be a student or an alcoholic/addict and to submit their mobile numbers to control room Dimapur, administration and police officials.
Informing the gathering about Section 37 and 43 CrPC, the DC also pointed out the committee was formed purely to maintain peace and security in Dimapur and disclosed the home department would provide uniforms for CPP. Under section 37 CrPC every person is bound to assist a magistrate or police officer to obtain arrest of any person to prevent breach of security. While section 43 CrPC empowered any private person to arrest any person who in his presence commited a non-bailable and cognizable offence or any proclaimed offender and without delay hand over the accused to a police officer or police station.
DC also disclosed during the last 5 months, 70 persons including 27 non-locals belonging to various militant groups were arrested under National Security Act (NSA) and 99 vehicles recovered by the police.
On taxation, DC informed that 15 unions had been banned from collecting taxes and disclosed that although Petroleum and Land Transport Workers Federation of India and Dimapur Motor Workers & Trade Union got stay order from high court, they were banned last week from collecting taxes and further warned government officials of being suspended on the spot if they were caught collecting taxes from various check gates. Dychairman, DMC, D. P. Angami, urged GBs to know the powers conferred upon them and utilize it judiciously.
Additional SP V. Z Angami evaluated if Residents’ Welfare Association (RWA) in Delhi could manage why not CPP in maintaining peace and security in Dimapur.
