State cabinet, which had discussed the ongoing agitation by Nagaland contractors’ and suppliers’ union (NCSU), has agreed that contractors’ bills which were included in the DLVC verification list, under housing department, would not be verified by the SIT of vigilance commission.
In a letter to NCSU, commissioner and secretary, works and housing, Temjen Toy however said as all those bills have become very old and time barred, each and every bill would have to be scrutinized again by the department to satisfy themselves that the liabilities were incurred by following all codal formalities.
For this purpose, commissioner and secretary said the work order, the budget provision at that time, the inclusion of the work in the works programme of the relevant year, the approval of the government for taking up the work where budget provision was not there at that time, relevant records of the MB etc. would be furnished by responsible works division for proper scrutiny.
Further, Toy said all the liabilities found to be incurred in housing department, by following the codal formalities, and also included in the DLVC verification list would be paid.
The commissioner and secretary also said that SIT set up to verify bending liabilities in other departments as demanded by NCSU would be completed at the earliest so that payments could be made against the bills found genuine.
The cabinet has appealed to the NCSU to withdraw their agitation and cooperate with the government to enable the government to clear all genuine liabilities.
