Aggrieved Hindi Teachers (AHT), Mokokchung has forward an open letter to the department of school education demanding immediate release of pending salaries and asked the department to set up a high level inquiry committee to probe the current crisis faced by the teachers.
In the open letter, AHT Mokokchung president Imtisunep and secretary Sentimenla said despite several appeal made on the grievances of the aggrieved Hindi teacher, nothing has been done yet to ameliorate the situation.
AHT Mokokchung informed that the teachers were appointed on the pay scale of 5th ROP 1999 and the same subject to change on approval by the government of India to ROP 2010. Subsequently, the government of India approved the 6th ROP as was substantiated by the Government of Nagaland notification on August 10, 2010.
The aggrieved teachers said that when they were appointed in the 5th ROP, they were made to sign the pension of 2010 on the assurance of implementing 6th ROP on April 2012. However, the teachers were being paid 5th ROP up to April 2014 – for 24 months even after singing the new pension scheme.
AHT Mokokchung said the audit of the salary paid to 1379 Hindi teachers was done on 6th ROP which they termed it as necessary for sanction proposal whereas the account which has already received and paid could not be termed as sanction proposal.
Pointing out that the teachers had not been paid for six months, AHT said that the teachers could no longer work peacefully under severe financial crisis and mental distress.
AHT said they have not been paid the arrear of 2013 even after an order was issued on March 8, 2014. The teachers said their account balance was nil after deducting Rs.1500 from 1312 UGT and Rs. 2024 was be deposited in PRAN AC/NO every month according to the norms of National Pension Scheme. AHT has now demanded the immediate release of all the pending salary at one go and for the implementation of the 6th ROP with effect from the month of May 2014. The teachers asked the department to release of the arrears of 6th ROP with effect from the date of joining and not later to it. They demanded regular payment of salary like the other employees of the state as they had been appointed through interview by performing all formalities.
The teachers have sought for timely deposit of deducted amount on account of G.P.F and G.I.S into their PPRAN account. They demanded that strict parameters to be issue by the government in case of any injudicious use of amount received from the Centre including delay in disbursing of salary for which the department should be held responsible.
