In a startling exposé, four RTI applicants have brought to light gross mismanagement of fund to the tune of Rs 73 crore of central fund in implementation of mid day meal (MDM) scheme during 2010-16 in the state.
The RTI applicants revealed that out of the total amount of Rs. 151,49,91,000 sanctioned by Union Ministry of Human Resource & Development (MHRD), a total amount of Rs. 73,98,73,164 was found to be missing during the period.
This exposure was contained in an RTI reply furnished by Department of School Education (DoSE) that was filed by four former presidents of SKK, Aheto V. Yeputhomi, Hukavi T. Yeputhomi, L. Khevishe Achumi and S. Zhevihe Sumi.
According to the signatories, out of the sanctioned amount, the DoSE had drawn an amount of Rs. 148,05,32,000 only and Rs. 3,44,59,000 was shown missing in between the Finance Department (FD) and Department of School Education.
The signatories also stated that an amount of Rs. 1,32,00,000 had been drawn as honorarium for cooks in 2011-12.

However, in reality no cooks were appointed during that period, the signatories stated. They said that out of the drawn amount of Rs. 148,05,32,000 from the Finance Department, the Department of School Education disbursed an amount of Rs. 76,19,17,836 to 26 different District Educaiton Offices/Sub-Divisional Education Offices.
In this regard, the RTI applicants questioned the state government where Rs. 73,98,73,164 has gone and also who was responsible for the missing of Rs. 3,44,59,000 in between the FD and DoSE?
Further, the signatories urged the Directorate of Vigilance Commission, to pursue all these gross mismanagement in its ongoing investigation on anomalies of crores of rupees without any reservation and affix appropriate responsibilities at the earliest so that the ire of the public and other “legal intricacies” could be avoided.
