Dimapur police issues advisory

In view of the rise in number of vehicles theft and crime in Dimapur, commissioner of police has issued an advisory to all dealers on sale and purchase of second hand vehicles including two wheelers.
In a notification, commissioner has directed all second hand vehicle dealers under Dimapur district to maintain a register of sellers and purchasers of all the transaction of second hand vehicles and also to affix photographs of the seller and purchaser.
It has also asked the dealers to ensure that Form 29, Form 30 and the delivery letter are duly filled with clear mention of the date of transaction besides keeping copies of identification documents like election card, ration card, PAN Card, driving license etc for access by the police as and when required.
It asked the dealers/agents to inform the nearby police station if the seller or buyer was found suspicious. Dimapur police has also warned that any dealer or agent who contravenes with the order shall be liable to be punished in accordance with the provision of section 188 of the IPC and other relevant/appropriate section of law. According to commissioner, most of the second hand vehicles are sold without filling all the columns especially date of transaction form No. 29 and Form No. 30 (Part-I & II) thereby resulting in transfer of vehicles to purchaser before the actual; transfer of the vehicle in the records of transport authority.
Commissioner also said that stolen vehicles involved in crimes were sold to purchasers through dealers/agents and such vehicles were likely to be used for commission of various types of crimes and even used in “terrorist activity”.
It pointed out that non-maintenance of record of the seller and purchaser by the second hand vehicle dealers have made it difficult for the investigation agencies to identify the criminals involved in such crimes. In view of the above reasons, commissioner of police said that it has become important to put regulatory check on second hand vehicle dealers. Further, the advisory has been made available by affixing copies on the notice boards of the offices of all DCPs, Addl. DCPs, Addl. DCPs, ACPs and all Police Stations.
