NGHSSEA resents new service rule for school education department

Nagaland Government Higher Secondary School Employees Association (NGHSSEA) has expressed shock that none of their objections, suggestions or grievances were addressed in the new ‘School Education Department Service Rules’. A press release from vice president Thonsenlo Magh and general secretary Vilhou, NGHSSEA said that they, backing ANSTA, place on record their disappointment, that despite many representations from the union, the new Service Rule was published on November 29.
It said, to add insult to injury, none of the stakeholders were consulted or informed on drafting the new Service Rule.
Regarding Post-Graduate Teachers (PGTs), specifically, they said they vehemently protested the fact that their grade pay had been downgraded to Rs. 4400 from 4600 when they had been requesting up gradation of PGT pay to grade 1, in line with Diet Lecturers in Nagaland and PGTs in other parts of India.
Comparing Nagaland PGT pay grade with other states, they said that they are underpaid as most other states, even CBSC, enjoy a pay grade of Rs. 4800 besides added allowances. The down gradation would really disappoint the teachers, who would lose their enthusiasm, motivation and zeal, and will be reflected in the class rooms, the release added.
They further said that this will hamper the students and in their interests the government should offer good salaries, as enshrined in the policy of Ministry of Human Resource Developments Sarva Shiksha Abhiyan and Rashtriya Madhyamik Shiksha Abhiyan; this would also attract more qualified individuals towards the profession.
NGHSSEA also said it was disheartening that higher-secondary cadres had been deprived of administrative work as though they were not qualified to run the administration. “None of the AOE, ADEO posts had been awarded to our cadre, except that three DEO post” they added.
The press release said that this will result in cadre clashes because many graduate teachers have better chances of superseding the higher secondary cadres with their separate seniority lists.
They recalled that there have been instances where a graduate teacher working with a PGT, gets promoted to Headmaster superseding the PGT. NGHSSEA suggested that all cadres should have equal opportunities so that there is harmony among the Education Department stakeholders.
They also said that the decision to bring in an IAS cadre “to mend the post of Principal Director” was “shocking” as the promotion scope for the teaching community was very limited and scanty. They added that almost all other department’s Principal Director posts were occupied by their respective department cadres and they questioned why the Education Department has been denied this.
Citing these reasons, they put forth an appeal to the concerned authorities to immediately review and rectify the anomalies in the new Service Rule.
