
At the outset, I would like to state that we condemned the killing of the innocent and unarmed fourteen laborers of Oting Village, Mon district, Nagaland by 21st Para Special Forces as well as on retaliatory killing of a para military personnel on 4th &5th
December 2021. We convey our deepest condolences to the bereaved families for those killed in the unfortunate incident. We pray to our Almighty God for their souls to rest in peace. We also pray for speedy recovery of those injured.
In this connection, we will not be able to bring back the life of those killed but army have to realize their mistake for murdering of innocent and unarmed brethren. It is not time to argue among ourselves but to learn the lessons and to prepare for protecting our homeland from the external forces.
It may be mentioned here that North East States are the corridors and required special attention for the whole Nation and not a state. If a part of this country suffers, it will affect the whole country. Therefore, in this critical juncture, it is not the right time to argue among the leaders but to collectively and judiciously resolve our differences so that we can unitedly withstand the external forces.
It is to inform you that it is not only the present incident of the 4 December 2021 at Oting but in the past also thousands of innocent people of Nagaland were murdered, many villages were burnt down to ashes, uncountable mothers and sisters were shamelessly raped by the Indian army, to name few; by mis-using the aforesaid Act and caused untold misery to the people of the Nagaland and North East. When this part of people protests against killing of the innocent and unarmed people, the Government of India declares them as anti-national or terrorists. But when the Indian Armed Forces randomly murdered or raped the women of Nagaland and North East, we asked for justice, it 1s a known fact that no single action was taken against any army officer nor any army personnel till today because of this draconian Act, and intentionally murdered democracy and justice. I may be allowed to express my opinion that if some senior citizens do not like to repeal the said law, kindly apply the same law to the whole citizens in the country uniformly so that they will feel the pinch of what we the people of North East.
It may be pertinent to inform you that the Commandant (CO) of 46 Assam Rifles Col. Viplav Tripathi, his wife and his son and four other jawans including our Naga Rifleman Khatnei Konyak, were killed unfortunately by the insurgents in the ambush near Sialsi village under Behiang Police Station, Charachandpur district, Imphal in the morning on 13 November, 2021; photocopy of the daily newspaper of Nagaland Post dated November 14, 2021 issue is attached herewith for ready reference vide Annexure-A.
As we are all human beings from a country as well as to keep up the unity and protect our motherland, the Government of India needs to address to the genuine demand of the people of the Nagaland and North East States so that the final peace solution between the Naga underground groups and the Government of India can be solved early and amicably
Therefore, I earnestly request the Government of India to take early action to revoke the draconian law of Armed Forces (Special Powers) Act, 1942 (1958) from the NE States as early as possible.
