Department of Excise, Nagaland would be witnessing changes in its functioning if the state government accepted the department’s three-point demands under the modernization programme.
The efforts for modernization of excise department was taken up under the initiative of current Ccommissioner of Excise, Maongwati Aier when he took over in 2011.
The three-point demands include: (1) issuing uniforms and indicating ranks to superintendent of excise in all the districts; (2) changing the nomenclature ‘Department of Excise’(DE) to ‘Department of Excise and Narcotic’(DEN) and (3) recruitment of 50 more constables for all the districts and three more Superintendents of Excise in Longleng, Kiphire and Peren.
The three-point charter of demands which related to reforms within the department was handed over to parliamentary secretary, excise, T. Torechu by Commissioner of Excise on Monday at the Excise conference hall, Dimapur.
Maongwati in his address, said that since the Department of Excise was now provided with weapons, the officers needed uniforms indicating ranks, so as to discharge their duties. It may be recalled that the state government in September last year had issued assortment of 64 firearms to Excise personnel. The fire arms issued included 17 Sten guns and 47 numbers of .303 rifles.
Maongwati pointed out that the department also needed an increased in its manpower by recruiting at least 50 more constables as each district till now, is being manned by 20 to 15 constables. Pointing out that these demands were the “genuine” needs of the department, Maongwati said nine more Deputy Superintendents of Excise in the state were also needed as there were only four Superintendents of Excise in the state. Paying his maiden visit to the department after taking over as the parliamentary secretary, Torechu urged the Excise personnel to maintain team work so as to bring changes in society. He said ideal changes would come about when the activities of the department impacted social life and for this he urged the staff to be sincere by respecting each other.
Torechu, who was elected from 60 Kiphire-Pungro assembly constituency for the third consecutive term, further appealed to the Excise personnel to make collective efforts and make healthy competition with other departments in various activities. On his arrival, the parliamentary secretary was accorded a guard of honour by excise personnel. The meeting was chaired by deputy commissioner of excise (Hq), Alem.
