As Nagaland remains under threat from coronavirus, herd immunity through vaccination as the only thinkable option against prevention of spread and casualties due to covid, has turned into a heated debate. The issue of vaccination comes against the backdrop of a notification issued by the chief secretary to all heads of departments informing them to not release salaries of employees if they fail to produce test reports of 15 days and also on mandatory vaccination. Several organizations have criticized the notification on the plea that fifteen-day test report as a regular requirement was impracticable as well adding extra expenditure on employees for tests. Reacting to the notification, newly formed Rising People’s Party (RPP) opined there were other ways through which the issue could be addressed instead of “ordering” lakhs of government employees to test and pay every fifteen days. Naga People’s Front (NPF) maintained that vaccination was voluntary and which was also upheld by the Supreme Court besides being validated by the union ministry of health and family welfare. It said even the high courts of Mizoram and Meghalaya have reiterated that vaccination is voluntary and individuals cannot be forced or compelled by the authorities to take vaccination. Even the state unit of the National People’s Party (NPP) has opposed the notification for vaccination. The covid-19 pandemic sweeping across the world is probably among the biggest threat on the life and well being of people. The virus continues to mutate and turn more aggressive and fatal by the months. Till date the virus has infected 19,46,59,447 people across the world and caused the deaths of 41,72,142. In India, a total of 3.14 crore were infected while the death toll till date is 4.21 lakh. The second wave of covid-19 in 2021 has spread in a faster and more aggressive way, unlike the first wave of 2020. It may be noted that by beginning of 2021 the world already had vaccines against the virus. Despite vaccines, a majority of people across the world including India, are unwilling to receive vaccinations due to various reasons. The virus can only be stopped if herd immunity is achieved- when at least 60 % to 70 % of people have either been infected and recovered or have been vaccinated. Testing has been low in north eastern states including Nagaland where the positivity rate is around 10% whereas the national average is around 2.4%. Testing and vaccination are two weapons against the coronavirus. Both are considered very crucial since untested and unvaccinated individuals are the weak links or chinks in the armor against covid-19. Those who oppose vaccination stand on weak premises that vaccines can cause potential harm at later stages instead of being beneficial at all. They also argue that it normally takes anywhere from 10 to 15 years to develop a proper vaccine after doing all tests, observations and efficacy. The vaccine for covid was however prepared within a year and so it has not passed the crucial tests, they say. Further, they also argue that the covid vaccines don’t prevent the disease but only reduce the severity. One may argue endlessly to refuse vaccination as a fundamental right even if it invites infection and pose threats on others. Even if democracy provides the right, yet this right cannot override the safety and security of all other people.
