There are many speculations doing the rounds after the Governor R.N. Ravi was shifted from Nagaland to Tamil Nadu and also after retired Intelligence Bureau director A.K. Mishra began holding talks with the NSCN (I-M). When Ravi was shifted, it was largely speculated that he will continue to hold the post of government of India’s Interlocutor since he has been instrumental in signing of the Framework Agreement with the NSCN (I-M) on August 3, 2015. He later followed it by signing the Agreed Position with the Working Committee (WC) of the NNPGs. What made Ravi’s continuance untenable at least for the government of India was because he irked the NSCN (I-M) with statements that were considered disparaging even at a time when everyone was required to be on board. Ravi also slammed his own government for not doing enough to check rampant taxations by whom he termed as “armed gangs”. The fact that the letter which Ravi wrote to the chief minister got leaked, was clear indication that the lines of battle had been drawn. Probably the government of India, notably the union home ministry wasn’t too pleased with the way Ravi precipitated the developments in displeasing the PDA coalition government (of which the BJP is a partner) and the NSCN (I-M). With a peeved state government and angry NPG, there was much speculations doing the rounds on how long Ravi will remain in Nagaland. According to what had been made known in 2019 by Ravi, all talks would officially conclude by October 31, 2019. Ravi’s announcement about conclusion of all official talks over the Naga political issue and that only a final agreement was awaited towards securing a solution, was good news for all. However, the NSCN (I-M) seemed to be telling Ravi not to rush so fast since there was the issue of Naga flag and constitution which it claimed, was encompassed within the FA and that without it there was no scope or hope of any settlement. While Ravi seemed to suggest that the demands could be addressed post-FA, the NSCN (I-M) wanted it to be part of the solution. This led to schism between the Interlocutor and the NSCN (I-M). All the while since the Ravi-NSCN (I-M) tiff took a serious turn with the latter refusing to have anything to do with the Interlocutor, the home ministry deputed A.K. Mishra to calm the storm. Mishra has been meeting with the Naga political groups besides the chief minister and his colleagues. To ensure that the efforts to reconnect all stakeholders succeeds, the ministry of home affairs also appointed Mishra as the Interlocutor to replace Ravi. Now that Ravi has also been relieved of the post of Interlocutor and Mishra appointed in his place; the clouds have moved away and reopened the path towards inking the final agreement. If Mishra’s appointment as the Interlocutor is to be any different then , would it mean he will differ with Ravi over flag and constitution?. If Mishra cannot override Ravi’s contention, then was the change only cosmetic? On the other hand, does Mishra have any other option to offer in order to broker solution? Even the formation of the United Democratic Alliance (UDA) comprising of all legislators of the 13th Nagaland Legislative Assembly (NLA) for the Naga political issue may not have impressed nor convinced most people but perhaps it is aligned with another perspective for solution and which will be unfolding in the days to come.
