Gauhati High Court Kohima Bench has asked the State government not to make any appointment except through Nagaland Staff Selection Board (NSSB).
Hearing a public interest litigation (PIL) filed by Joel Naga and Khikhro Kreo of the Rising People’s party (RPP), a two-bench judge of Justice Songkhupchung Serto Justice Devashis Baruah on Wednesday ordered that no appointment should be made in all the posts and services mentioned in the affidavit except through the board provided in the regulation as the board had come into existence.
They also ruled that with the appointment of chairman and one member, NSSB had the required quorum to start functioning since the quorum for the board was two as per Regulation 4 of the NSSB Regulation, 2020.
And keeping in view the popular demand, the High Court further directed the State government to provide the required infrastructure and ministerial staff at the earliest so that the Board could start functioning effectively and was able to conduct exams for recruitment to posts and services.
Listing the matter after four weeks to enable the counsel for the petitioner to go through the list of posts and services mentioned in the affidavit and make submission, the bench further directed senior additional advocate general to seek instruction as to when the third member of Nagaland Staff Selection Board would be appointed and when staff and infrastructure would be provided.
