Reiterating it fight against illegal appointments in government departments, the Combined Technical Association of Nagaland (CTAN) has issued a 30-day ultimatum on the Public Health Engineering Department (PHED) to terminate the services of eight Junior Engineers (JEs) and one Program Officer (PO).
In a letter to the chief engineer PHED, CTAN convenor and co-convenors reminded the latter of the June 6, 2016 memorandum from the P&AR department, which explicitly bans the appointment of all Ad-hoc/casual/temporary appointments.
While pointing out that CTAN has been raising such issues in the greater interest of the unemployed youths, CTAN asserted that it will disclose the names of those illegal appointees and take up the issue democratically in whatever way best suited if the department failed to act within 30 days.
CTAN also asked the department to send those posts for requisition to the NPSC. “The department must not make excuses of shortage of man power and practice illegal appointments as the NPSC Rule no. 9(4) (State, Civil & other services ) clearly states that every Department must send requisition of vacancies likely to arise in the next 12 months,” it said. CTAN further asked the department to do the necessary work of giving out proper, timely data on post vacancies.
It may be recalled that the Directorate of Soil and Water Conservation in March this year terminated the alleged illegal appointment of two Junior Soil Conservation officers after CTAN had raised the issue.
