State government has signed a Memorandum of Understanding (MoU) with Haenam County, South Korea for exchange of man power, intellectual and material.
The agreement was signed during recent parliamentary study tour of legislators from both the ruling and opposition along with senior officers.
A press statement released by N. Benjamin Newmai, secretary to government, dept. parliamentary affairs said Haenam County Governor C.H.Park with a host of high ranking officials represented South Korea while the state government of Nagaland, India was represented by T.R.Zeliang, minister, planning & co-ord, evaluation, vety&ah and parliamentary affairs with two other ministers, parliamentary secretary, members of legislative assembly and senior bureaucrats at Haenam County, South Korea September 22.
With regard to the intellectual exchange, the Haenam County and the government of Nagaland would support the exchange in the field of science, culture, arts and technology.
In man power exchange, the parties would secure the best way to realize medical support, safe stay, human rights protection and purpose of exchange.
It was disclosed that government of Nagaland was contemplating to send some selected youth to Heanam County, South Korea in future.
In the meantime, the state team also attended a seminar at Cannan Farmers School September 23 in the country side of South Korea.
“The concept of the School is change of mind set to also visited by the delegation.
The members of the delegation were of the view that to improve work culture in Nagaland it would be appropriate to take a policy decision for cooperation with the institute for training the farmers in a continued and systematic way.
The APC office and the agri & allied department is likely to take necessary follow up actions in this regard.
The delegation consisted of T.R.Zeliang Minister, Planning&Co-ord, Vety&AH, Evaluation and Parliamentary Affairs as team leader; M.C.Konyak Minister, Forest; Kezhalezo Nienu minister H& FW; S.Pangyu Phom Parliamentary Secy, Rural Development; Kipili Sangtam MLA Chairman NSMDC; I.Kheto MLA; H.K.Khulu APC & Principal Secretary, Agriculture; N.Benjamin Newmai Secretary, Parliamentary Affairs, APC Cell and Agriculture.
The delegation also visited Beijing, China as a post Seminar Tour on September 25. They visited the prominent points of the Great Wall of China on the first day September 26 and in the City Tour September 27.
The Members were taken to Tianamen Square and Lama Temple which has a Buddha Statue 23 metres high. The parliamentary study tour, the statement said enabled the delegation not only to have an exposure but has given tremendous inspiration to the members of the delegation.
A new pace for agrarian economy: Zeliang
An agreement signed between the Haenam County of South Korea and the government of Nagaland was with the objective to revive the Agricultural sector and rural economy of the state, said minister planning and coordination TR Zeliang in a communiqué.
He said state government envisaged preparing a pilot project for adequate technological interventions to realize the terms of the reached agreement.
“This model if adopted, it will enable the farmers of the state to earn sustainable income which will be at par with industrial productivity margins,” Zeliang said.
He stated that the pilot project would be a test case application, and there after would be scaled up for repeating in other areas.
Once the pilot project is designed, Zeliang said selected youth from the project area would be sent to South Korea for practical training and field studies.
“It is high time for the state to take stock of its technological base especially in the rural areas and to identify the critical gap areas,” the minister said.
According to Zeliang, the recent visit to South Korea was helpful in drawing a striking contrast with Eastern models, where the self sustaining agrarian economy was strong and self dependent.
He said parliamentary tour to China was helpful to draw the relevance of preserving the traditions and the historical values, irrespective of the political perceptions.
